Under the direction of the Sr. Director of Accounting, the
Accounting Manager – Payroll and Benefits, is responsible for managing the
payroll functions for NANA and is responsible for ensuring timely and accurate
payroll processing; including the general accounting functions for all
compensation related areas. This role
requires working knowledge of GAAP; audit coordination activities; good
internal controls; accurate reporting and compliance with all payroll-related
requirements in accordance with all applicable state and federal
regulations. Additionally, this position
will provide a high level of service and ensure compliance with internal NANA
policies and procedures, state and federal regulations, and will work closely
with subordinates and subsidiaries as applicable, will maintain relationships
with APA, Regulatory Auditors and third party vendors and will perform
supervisory duties and coordinate coverage as necessary. This position will also provide corporate or
staff level accounting support as needed to facilitate the effective and
efficient operations of the department.

Essential Duties and Responsibilities

Ensure
timely and accurate pay processing of regularly scheduled payroll, retro/wage
processing, bonuses, payroll adjustments including new hires, temporary workers,
transfers, promotions and terminations and communicate actively with Accounting,
Tax, Human Resources and Finance departments to review cross-departmental
impacts and ensure accurate and timely reconciliation of data.

Manage

and determine payroll liabilities:
Including
internal determinations or through work with a third party vendor, by approving
the calculation of employee federal and state income and social security taxes,
and employer’s social security, unemployment, and workers’ compensation
payments and ensure timely and accurate remittance by the third party to government
agencies.

Including
garnishments, child support, voluntary deductions, benefits and other related
items for NANA corporate and participating subsidiaries consistent with federal
and state wage and hour laws.

Manage
and provide recommendations related to current payroll, benefits and tax
procedures in order to ensure efficient, accurate, and timely best-practice
operations.

Manage
regular preparation of relevant management reports, including bi-weekly,
monthly, quarterly and year-end reports and ensure systems are in place and
properly set up to reflect our current employee base, including wages,
benefits, leave accounts, etc. in line with contracts as applicable (union and
non-union).

Work
with third party vendor and department personnel to ensure that bi-weekly,
monthly, quarterly and all year-end reporting including such as W-2’s, 1099’s,
940’s and 941’s are completed accurately and remitted on a timely manner to the
different reporting agencies.

Prepare
month-end payroll accruals, balance and reconcile fringe pools and balance the
payroll accounts by resolving any payroll discrepancies in a timely manner.

Maintain
confidentiality and protect payroll operations through integrity and employee
confidence.

Perform
general accounting functions related to healthcare, workers’ compensation IBNR,
HSA/FSA, STD and Dental, Vision or other insurance offerings managed through
payroll.

Complete
monthly and annual close process to ensure timely and accurate flow of
information for reporting purposes including (but not limited to) managing
operations data accuracy and integrity, and conducting account reconciliations
and analysis.

Assist
with year-end audit including (but not limited to) coordinating with your
supervisor on the preparation and review of audit schedules and supporting
documentation including defined benefit and defined contribution plans;
addressing any on-going audit inquiries or issues in a timely and efficient
manner.

Assist
with corporate and/or staff level accounting functions and responsibilities.

Monitor
and oversee assigned staff in daily tasks, operations and quality control;
ensure assigned areas of the department are organized and coordinate available
resources (e.g. staff, materials, etc.) for maximum results.

Perform
personnel performance appraisals; supervise daily activities of assigned staff,
including, but not limited to, effective delegation of assignments, developing
work schedules and providing necessary training and cross-training.

Follow
policies and procedures, complete administrative tasks correctly and on time
and support NANA’s goals and values.

Assist
in a variety of special projects and other duties as assigned.

Qualifications

Minimum
Requirements

Bachelor’s degree from a 4-year college
or university in Accounting or Finance is required.

CPP is preferred.

Minimum of 6 years of payroll
experience which included multi-company payrolls.

Minimum of 3 years of supervisory
experience.

Intermediate experience, knowledge and
training in progressively responsible payroll and accounting functions, company
operations, management and supervisory activities.

Deltek Costpoint experience is
required.

Strong attention to detail.

Comprehensive knowledge of related
state and federal payroll compliance regulations.

Comprehensive knowledge of general
finance, treasury, budgeting/forecasting and related accounting and
recordkeeping systems.

Comprehensive knowledge of human
resources and labor laws and policies.

Excellent proficiency with Microsoft
Excel.

Exceptional verbal, written and
interpersonal communication skills with the ability to apply common sense to
carry out instructions and instruct others, train personnel, write reports,
correspondence and procedures, speak clearly and appropriately based on the
audience.

Ability to read, analyze and interpret
general business periodicals, professional journals, and technical procedures.

Compliance experience with ERISA, IRS,
DOL required; DCAA preferred.

Excellent organizational and time
management skills with the ability to provide leadership, supervision and training
for employees using positive supervisory techniques to ensure maximum
productivity; demonstrated ability in organization and delegation skills.

Ability to work independently while
performing duties in a high-pressure environment that may have aggressive
deadlines.

High level of integrity and
dependability with a strong sense of urgency and results orientation.

Intrinsically motivated and highly
committed to independently complete assigned tasks.

A valid driver’s license and an acceptable driving record for the past
three (3) years to be eligible under NANA’s vehicle insurance policy.

Physical requirements:
Employee is required to occasionally lift and/or
move up to 25 lbs. Frequently required to sit, stand, walk, use hands/fingers

Travel:
Up to 20%.
