What You Will Do

Gannett Fleming’s Program Management Services Group provides on-site support to Department of Transportation (DOT) personnel in downtown Harrisburg, PA, as well as the Pennsylvania Turnpike Commission (PTC) personnel in Middletown, PA. Members of the Program Management Services Group sit directly alongside DOT and PTC personnel, providing staff support and assistance on a wide variety of issues. Some of the work that they perform is related to the regular day-to-day operations of DOT and PTC. Other work is project-related with a specific outcome, such as updating a document, creating a new business process, or researching and reporting on a specific area of interest to the DOT.

The work that the Program Management Services Group provides is wide-ranging and varied. Members have built a broad-based knowledge of DOT's and PTC's overall mission and program, but also have detailed and specialized knowledge of smaller components of the work. The group enjoys working directly for and with DOT and PTC personnel to provide the best transportation system possible for the citizens of the Commonwealth of Pennsylvania.

We are seeking a Transportation Project Manager to join our team in our Harrisburg, PA office. We are seeking a motivated individual that demonstrates experience with documenting complex business processes, technical writing, verbal communication, and developing solutions.

Responsibilities:
Develop, edit, write, and standardize policies and procedures, handbooks, and guidance documents.
Full managerial responsibility for all aspects of projects including scope development, contract negotiations, cost control, staff management, and quality control on small to medium-sized and multiple projects.
Management of specific tasks on large, complex program management projects, including alternative delivery methods (e.g., P3).
Rewrite and edit technical manuals in a clear and concise style in accordance with standardized format and style guidelines.
Make editorial and aesthetic revisions to improve the clarity of documents and propose new designs, layouts, and document revision procedures.
Interact closely with subject matter experts in research of technical information and input.
Identify and resolve problems and issues within working teams and with clients.
Research regulations, assimilate information, and analyze necessary updates to existing policies and procedures and identify the need to develop new policies or procedures.
Compile and model business processes and workflows.
Develop training materials and support training class delivery based on varying client needs.
Participate in project team meetings with client management and other contractors.
Must thrive in a high-energy environment, excel at working without significant supervision, be independently motivated, outgoing, and diplomatic, detailed and schedule driven, and accountable.

Minimum Qualifications:
Bachelor's Degree in Business, Communications, Engineering, Planning, or related field required.
Licensed Pennsylvania Professional Engineer (PE) and/or Project Management Professional (PMP) preferred.
5-10 years of experience with a focus on business operations and workflow analysis, training, client relations, and public speaking.
Innovative, strong work ethic and desire to learn and grow professionally.
Proven technical writing required.
Excellent communication and organizational skills a must.
Ability to work on multiple projects simultaneously both independently and also as an integral part of a team.
Must be proficient with MS Office applications.
Experience with Crystal Reports or Business Objects reporting software and an understanding of database functionality.
Experience working with government entities or state agencies preferred.
