HR Specialist I

Performs responsible human resources related work in the Human Resources Division for the Childress District. Work involves sensitive information and communication that requires confidentiality. Work requires contact with management, employees, retirees, health care providers, state and federal agencies. Employees at this level follow standard practices that do not require frequent supervision of detail.

HR Specialist II and III

Performs responsible human resources related work in the Human Resources Division for the Childress District. Work involves sensitive information and communication that requires confidentiality. Work requires contact with management, employees, retirees, health care providers, state and federal agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Duties
HR Specialist I

The essential duties for this job include:
Assists in administering a human resources program or a statewide automated Human Resource Information Management System.
Conducts employee forums, new employee orientation, annual enrollment, meetings or other human resources training.
Coordinates and prepare job opening and closure notices.
Prepares and distributes notifications.
Reconciles and completes monthly reports.
Performs other job responsibilities as assigned.
HR Specialist II

All of the above and:
Prepares, reviews, monitors, audits, explains and processes correspondence, reports, forms, transactions and maintains confidentiality of sensitive issues.
Responds to inquiries and complaints regarding human resources policies and procedures.
Enters and retrieves personnel transactions and insurance information using automated systems.
Informs employees of changes affecting pay and benefits..
HR Specialist III

All of the above and:
Monitors employee assistance and substance control programs.
Represents the Department at job and benefits fairs.
Creates, designs and develops instructional and procedural manuals and materials for courses and programs.
Interprets human resource policies, procedures and pertinent state/federal rules and regulations.
Competencies
HR Specialist I, II, or III

The required competencies for this job include:
Communicate effectively
Human resources management policies and practices
Federal and state laws, regulations, and guidelines governing the human resources field
The responsibilities associated with administrative practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management
The use of personal computers and applicable programs, applications and systems

Education
HR Specialist I, II, or III

This job requires the following:
Bachelor's Degree in Business, Public Administration, Human Resources or related field
Additional human resources experience may be substituted for education on a year per year basis
Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent
Work Experience
HR Specialist I

This job requires the following:
No Human Resource experience required
Relevant experience may be substituted for education on a year per year basis
HR Specialist II

This job requires the following:
1 year in Human Resources-related work activities
(Experience can be satisfied by full-time or prorated part-time equivalent)
Relevant Experience may be substituted for Education on a year per year basis.
HR Specialist III

This job requires the following:
2 years Human Resources-related work activities
(Experience can be satisfied by fulltime or prorated part-time equivalent)
Relevant experience may be substituted for education on a year per year basis

Licenses and Certifications
