Summary
You will serve as a EQUIPMENT SPECIALIST (ELEVATOR INSPECTOR) in the Public Works Business Line of NAVFAC ENGINEERING CMD MID-ATLANTIC. NAVFAC MIDLANT is a regionalized command and the incumbent serving in this position may at any time be assigned to a similar position at any site or workstation within the commuting area as a condition of employment.

Responsibilities
You will detect deficiencies in equipment to recommend improvements.
You will plan, schedule, and direct all routine tests required for code compliance for mechanical, electrical, hydraulic and safety devices.
You will assure that all repair and fabrication methods/techniques are consistent with best industry practices.
You will provide informal instruction in operation, maintenance, repair, test, and inspection of Vertical Transportation Equipment.
You will conduct on-site safety, maintenance and code compliance evaluations.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
You will be required to obtain and maintain a current valid United States driver?s license.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) evaluating elevators, escalators, dumbwaiters and other Vertical Transportation Equipment to verify compliance with safety, maintenance and code requirements ; 2) using various types of diagnostic test equipment (i.e., dynamometer, volt/OHM meter, tachometer, bridges-electrical, calipers, temperature/pressure gauges) to locate and accurately analyze trouble or problems in elevators, escalators, and other Vertical Transportation Equipment ; 3) conveying maintenance, construction and code deficiencies to managers, mechanics, etc. to ensure Vertical Transportation Equipment is in proper working order.

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must possess a Qualified Elevator Inspector (QEI) Certification by the National Association of Elevator Safety Authorities International (NAESAI). You must provide a current copy of your Certification with your application.

Education
In addition to the specialized experience applicants may meet the minimum qualification with the following education:
I have successfully completed a Ph.D. or equivalent doctoral degree.
OR
I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR

I have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

PHYSICAL DEMANDS:
Physical activity is required during on-site inspections of facilities involving long periods of standing, climbing and stooping to inspect parts, components and structural conditions.

WORK ENVIRONMENT:
Work is performed both in an office setting and at equipment locations. Facilities normally include hazardous sites such as elevator shafts, mechanical equipment rooms, communications towers, and construction areas. There is exposure to conditions in buildings and facilities that are under construction or in a hazardous state of repair. Inspections also occur in areas where special safety precautions are required due to the presence of asbestos, lead paint, explosives, radiation or contagious diseases.
