We are seeking a Strategic Contracts Program Manager to help us envision, create, and execute new business opportunities and processes to best serve our government and industry partners in the broader national security community, to include the Defense Department, Intelligence Community, State Department, other agencies, departments, and stakeholder organizations.

Your primary responsibility will be to envision, establish, and manage the execution of strategic contracting pathways with current and future NSAMA government and non-government partners to achieve our shared Mission Area Vision in close partnership with the Mission Area Executive, Program Area Managers, and other Program Managers. You will partner with the National Security Analysis Department, as well as other APL Mission Areas, Departments/Sectors, BCFD/Contracts, and business operations groups to establish and manage the development and execution of efficient internal processes for strategic contract and task order pathways. You will ensure that projects executed on these contract vehicles meet APL program management functions delineated within the JHU/APL Quality Management System.
You will also provide strategic leadership for existing NSAMA managed contract vehicles and maintain and grow sponsor relationships with the Office of the Secretary of Defense and Washington Headquarters Services. In this role, you will lead a cross-Department team in managing day-to-day requirements, to include internal risk assessment and other processes, reporting requirements (financial and technical), highly-classified security requirements, resource management, and other duties as assigned.

Have a bachelor’s degree in finance, business, management, operations research, national security analysis or other related field with 15 years’ of relevant experience or 25 years of relevant professional work experience.
Have superb Microsoft Office (Excel, PowerPoint, Word), written, and oral communications skills.
Are excellent at developing and delivering business, technical and programmatic briefings, point papers and actions.
Are self-motivated with demonstrated ability to accomplish objectives with autonomy and receive only consultative direction.
Hold an active Secret clearance and have the ability to obtain and maintain a TS/SCI clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
Have successful establishment of significant contract arrangements.
Travel as necessary to sponsor locations. May require local travel as well as some travel outside of the Continental United States.

Have a Master's degree in relevant field.
