Public Construction Project Manager (180000CA)

Job Duties

The Mission of the Ohio Facilities Construction Commission is to lead collaboration with our partners in the planning, design, and construction of public facilities through quality service, expertise, and knowledge sharing.

The Ohio Facilities Construction Commission is currently seeking an experienced Public Construction Project Manager for a position available in our main office. The successful candidate will perform the following tasks:

Serve as project manager for the design & construction of capital improvements to public facilities on state-funded projects throughout all phases for state agencies, K-12 school districts & institutions of higher education; Conduct meetings with owners, architects/engineers, consultants, construction managers, design-builders, contractors, subcontractors, state & local officials to provide direction & policy interpretation for assigned projects; Assist owners in selecting appropriate project delivery method (i.e. multiple prime, general contracting, construction manager as advisor, construction manager at risk, design-build) for specific projects; Monitor, evaluate, & manage performance of professional & construction services (e.g. architectural, engineering, estimating, scheduling, constructability/compliance review, construction management, commissioning, forensic analysis); Review & approve design phase submissions for proper alignment of scope, quality, budget & schedule; Provide oversight & assistance in the preparation & receipt of public bids & review for recommendation of award; Provide assistance in the identification of issues & resolution of disputes & claims; Apply judgment on all design & construction related problems & trouble shoots to expedite completion & closeout of projects.

Support contracting authority in the procurement of services through qualification based selection (QBS), best value selection (BVS), letter-head bidding & prequalification processes; Organize & participate in development of requests for qualifications (RFQ) & request for proposals (RFP), assist in responding to questions during selection process, evaluate RFQ & RFPs, lead pre-proposal meetings & participate in interviews; Negotiate professional design & construction services agreements & amendments; Negotiate guaranteed maximum price (GMP) proposals; Coordinate review of subcontractor prequalification criteria & prequalification list for owner approval; Review subcontractor bid tabs for recommendation of award by construction manager at risk & design-builder.

Review & recommend approval of fiscal drawdown schedules; Monitor progress of work by consultants &/or contractors (e.g. architect/engineer, criteria architect/engineer, owner agent, consultants, construction manager as advisor, construction manager at risk, design-builder, general contractor, prime contractors) for the purposes reviewing & approving consultant's/contractor's monthly payment applications or invoices; Coordinate review & accounting of contractor's stored materials and retainage; Review change order requests or amendments to determine if a change is warranted & verify the availability of funds, accuracy of the proposed costs & impacts to the budget & schedule.

Provide training & assistance to project participants & stakeholders at individual project meetings & commission events; Represent the commission at public meetings; Provide information, input, & feedback on commission policies & procedures; Support the office-wide development & implementation of best practices & process improvements for the effective & efficient administration of capital improvement projects; Perform other related duties as assigned.

The FLSA status for this position is "Overtime Exempt".


Bachelor's degree in Engineering, Architecture, Construction Management or a related field of study AND 3 years' experience in Project Management AND 2 years’ experience in management of governmental/public construction projects.

Skills in: (9) Operation of computer hardware & software (e.g. Word, Excel, PowerPoint, Outlook, OAKS, OAKS CI*)

Ability to: (10) Deal with multiple variables & determine specific action, (11) understand manuals & verbal instructions technical in nature, (12) prepare meaningful, concise & accurate reports, (13) review plans & specifications, (14) handle routine & sensitive inquiries from & contact with consultants/contractors & other government representatives, (15) demonstrated physical fitness to move whole body quickly & easily to navigate construction site.

This position is unclassified pursuant to the Ohio Revised Code (ORC) 123.21(B).

This position is subject to a pre-employment drug test. The State will decline to extend a final offer of employment to any applicant with a verified positive test result. This position will require travel to multiple locations throughout Ohio.
