We are currently looking for a Portfolio Program Manager to join Thales in Melbourne, FL . The Portfolio Program Manager manages large scale projects with high technical and business complexity. He (she) is responsible for delivering on contractual commitments by managing project scope/requirements, schedule, financials and exercising resource planning and risk management practices. He (she) manages a cross-functional, multi-site project team by facilitating and leading the team to execute project tasks and accomplish the project commitments as planned and within budget. The Portfolio Program Manager works closely with the Product Policy stakeholders (Product Line Manager, Product Development Manager) to contribute to the Product life cycle management. The Portfolio Program Manager establishes and maintains a strong relationship between Thales and its customers

Key Responsibilities :
Ensures successful transition from bid to project and contributes to preparing, organizing and validating the project launch:
Establishes and updates project requirements and execution baselines (project structure, work package description, partners and supplier contractual data, management plans, costs, budgets and financial structure, resourced schedule).
Establishes and updates project key decision data (contingencies, strategy, business case).
Initializes the project: identifies the key project stakeholders, sets the project team, organizes the project structuring activities, starts-up project activities and identifies and allocates the source project requirements.
Executes, monitors and controls the project until its completion:
Starts the work packages.
Controls the project and ensures the respect of the stakeholders’ commitments, while mastering risks and opportunities.
Controls requirements, costs and schedule during all the project life cycle.
Manages project quality and customer and stakeholders overall satisfaction.
Manages legal and contractual requirements including handling disputes.
Conducts regular progress review meetings, reporting the project progress to the company senior management.
Closes the project (archiving of documents, closing of the expenditure authorizations) by capitalizing and sharing on enterprise experience (lessons learnt).
Works closely with Finance and is responsible for the management of any activity that impacts the project’s Profit & Loss statement (P&L). This includes the accuracy of all project data in SAP including contract/billing plan (revenue profile/plan), shipset information and risks that bear a potential financial impact.

Skills and Experience:
Undergraduate or Master’s degree or more than 10 years of program management experience; or equivalent combination. Preferred: MBA, PMI, and experience with commercial aircraft, airline operations and networked computer systems.
Read, analyze and interpret general business periodicals, proposals, contracts, technical specifications, drawings, procedures, schedules, quality and regulatory requirements, and financial reports.
Produce reports, business correspondence, proposal and contractual requirements, milestone/Gantt schedules and procedure manuals.
Effectively present information and respond to questions from groups of managers, executives, clients, Customers and vendors.
Understand and perform financial cost, pricing and margin calculations (P&L statements).
Define problems, collect data, establish facts, and draw valid conclusions.
Work in partnership with various departments/stakeholders in order to establish and maintain effective internal relationships necessary to accomplish tasks.

Desired Skills and Experience:
Possesses program management experience with a background in managing projects within an internationally matrixed, multi-facility organization. (IPMA level B certification or equivalent is an asset)
Experience with Bids & Projects, Product Policy and Solution Development Process (Chorus 2, B&P and DDQS)
Experience with IT/IS and telecommunication technologies including: satellite telecommunications, network management, L, Ka, Ku band broadcasting equipment.
Ability to assess critical problems, establish facts, work with a team to implement effective solutions and follow up.
Demonstrates the drive to complete tasks with schedule challenges in a fast-paced Customer-oriented environment where daily decision making and actions are required.
Must be a proven leader capable of engaging with all levels of management including executive management.
Strong written and verbal communication skills with the ability to effectively maintain working relationships.
Fluency in Portuguese language may be desirable.
Must be able to obtain a passport and Brazilian visa.
