What You’ll Get to Do:
This position will entail supporting NAVSEA 04, specifically PMS-555 working directly with the customer to provide programmatic support for an effort assigned with the design and execution of the recapitalization and modernization of the infrastructure at the four public nuclear shipyards. This Shipyard Infrastructure Optimization Plan (SIOP) will include critical dry dock repairs, restoring needed shipyard facilities and optimizing their placement, and replacing aging and deteriorating capital equipment.
More About the Role:
Provide organizational and infrastructure consulting services
Develop, update, and manage a Risk Management Plan, to include management of the risk register, maintenance of the mitigation plan, and the tracking of associated actions and effects
Develop and maintain a Program Management Plan
Manage a portfolio of customer initiatives/activities to ensure objectives and timelines are being met
Define, develop, maintain, and communicate metrics to accurately measure the program/organizational performance
Execute program-wide off-site engagements, to include appropriate logistics, agenda development and provide facilitation
Provide tools and methods to analyze and assess program activities and initiatives, projected results, timeline compliance, actual outcomes, and overall effectiveness to aid program management, decision making, and action planning
Perform design and development of a “War Room” used to display and maintain major portions of the organization’s strategy, including program metrics, risk register and mitigation measures, personnel and staffing details, acquisition and contracting details, and other areas deemed necessary by the customer
Ensure content contained within the War Room is current and up to date
Develop, maintain, and execute communication strategies that include all customer stakeholders
Develop communications materials, press releases, briefings, white papers, and presentations
Provide benchmark and comparative analysis with similar or applicable industries
Conduct assessments and strategy developments in targeted areas to identify best practices/methodologies/technologies
Perform total ownership cost and benefits realization studies to support customer decision making and funding decisions
Design and deliver a dynamic system to evaluate, track, display, relate and prioritize all proposed and active initiatives across NAVSEA, including efforts within all four public shipyards
Identify, compare, and contrast new proposed initiatives and optimize with current industry standards, trends, best practices, emerging technologies and requirements
Perform activities associated with the implementation of innovative methods, tools, and processes
Support, coordinate, and manage customer expectations in preparation of documentation, deliverables, and staff assignment as required
Provide consulting, coordination, and multi-media communication, as needed, to accomplish or assist with overall task management
Keep current on emerging technologies and tools for future client use
You’ll Bring These Qualifications:
Graduation from an accredited four-year college or university and 7+ years of related experience
Demonstrated project management and communication skills
Experience using knowledge management systems (e.g. SharePoint, iNFUSION Suite, Jira, etc.)
Demonstrated proficiency in the preparation, selection, organization, and presentation of information in a concise and coherent manner
Demonstrated interpersonal skills and the ability to function as a team member in a demanding office environment
Demonstrated ability to communicate with customers at all levels of the organization in a professional, effective manner
Experience in conducting meetings with senior leadership
Demonstrated facilitation skills
Ability to work both independently and with a team to resolve problems
A self-starter who will seize and maintain the initiative in ambiguous situations
Willingness to challenge the status quo and propose new and innovative solutions to complex challenges
Proficiency with the Microsoft Office suite
These Qualifications Would be Nice to Have:
Active security clearance
B.S. in Industrial and Systems Engineering
MBA or master’s degree in relevant field
Project Management Professional Certification
DOD acquisition experience
Knowledge or experience working in a Program Office environment
Certification, training, or experience in Lean, Six Sigma, Shingo, or Theory of Constraints
