Project Procurement Manager - PMC
Position Description/Job Responsibilities
We are looking for a Project Procurement Manager, responsible for the oversight of the Procurement activities on a major PMC Project in the US to be executed in Houston.
Functional job responsibilities will include but are not limited to:
Staff and lead a team of Procurement professionals for the PMC project
Execute all deliverables required by the project including: execution procedure, supplier list, staffing plan, execution plan and supplier agreements
Execute Procurement management responsibilities including: contract execution, safety, compliance to rules and regulations, quality, schedule and budget
Identify Long Lead Items and develop a strategy for the procurement of these items.
Participate in development of modularization strategy and selection of module fabrication yards.
Provide purchasing and logistics input to Engineering and Construction teams.
Negotiate Standard Purchasing Agreements (SPA) with Suppliers and Blanket Pricing Agreements
Identify problems early and coordinate with the project procurement team to correct
Proactive management of changes
Ensure effective communications among project disciplines
Work closely with Client, Engineering, Project Management Team and Category Management
Report and communicate actively with Senior Procurement Management Team
Assure problems are reported timely to Project Management and Senior Procurement Management Team
Bachelor’s Degree, coupled with C.P.M. or CPSM certification preferred
Minimum ten (10) years of experience in Project Procurement Management in an EPC company is a must (Candidates with no EPC experience will not be considered)
Experience in PMC projects (Candidates with no PMC experience will not be considered)
Proven track record in cost reduction programs
Experience with e-procurement tools, such as e-bidding
Competent written and verbal communication and presentation skills
Ability to work in a complex schedule driven work environment
Willingness to travel worldwide on short notice
International experience, Middle East preferred
Experience in working with Suppliers from China, India, Korea and other high value countries and proven intercultural sensitivity
