The West Texas VA Health Care System, Big Spring, Texas is currently recruiting for a Registered Nurse (Chief, Health Informatics Officer) for the Associates Director's Office, to improve health care delivery processes and outcomes through effective use of information and knowledge.
The Chief, Health Informatics Officer (CHIO) will serve as a Service Chief for managing the programs and services pertaining to Health Business Systems groups including Performance Measures, Managerial Cost Accounting (MCA), VERA and Informatics. He/She ensures adequate resources are available to support the functionality of clinical and administrative applications and the interrelationship of those applications to the operation of clinical services. The Chief, Health Informatics Officer advises facility Leadership of potential technical/administrative difficulties that may be a result of CPRS and related applications; and provides creative resolutions with appropriate VHA Directives and guidelines. The CHIO ensures applicable performance measures, knowledge and thorough review process of facility scores are maintained at an acceptable level defined by VHA standards and goals set by the WTVAHCS executive leadership and high headquarters. Additional responsibilities include:
Will perform at a minimum of 0.10 FTE time as direct patient care provided in primary care.
Ensures appropriateness of Computerized Patient Record notes, templates and mandatory fields are in compliance with TJC, CAP and other accrediting bodies.
Establishes quality control measures and associated data collection activities to ensure appropriate and accurate routing of Veteran consults.
Ensures system support specialist (Clinical Application Coordinators, Health Informatics Specialist) are appropriately utilized. Ensure appropriate training is provided to Service level administrative/clinical staff for routine reporting.
Demonstrates a mastery of the health care environment to include business processes and the influence of health care delivery and the flow of data among the major domains of the health system.
Participates in strategic planning, policy development and overall growth of the facility to include Veteran populations.
Ensures effective communication both within the informatics Business Systems Group and other Services with the facility.
Provides overall planning, direction and support of the implementation of the VHA's innovative, integrated clinical patient information software system, CPRS, as required to ensure strategic alignment. Ensures alignment of VHA's directives in Business Systems domain.
The successful candidate must be proficient in VHA administrative, programmatic, and sufficient clinical knowledge to ensure the delivery of high quality Veteran Health care. He/She must have management experience, knowledge of regulatory and accreditation requirements, utilization and review, quality improvement procedures, outstanding personal skills, and must have skill to lead people/groups and promote staff excellence and development.

Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience: Master's degree in Nursing or in the related field of Informatics with a BSN in Nursing.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.

This can be found in the local Human Resources Office.Physical Requirements: The work is in an office setting and involves everyday risks or discomfort that requires normal safety precautions. This position conducts training which requires moderate amounts of physical activity to include bending and lifting 25 pounds or more, walking and standing. The incumbent must possess sound and logical clinical judgment.
