The Division of Planning and Operations is looking for a motivated and dedicated individual to join our team! The Accounting Supervisor 1 coordinates and oversees the accounting and fiscal operations of our Agency by providing accounting expertise and general oversight of the professional accounting staff responsible for the fiscal operations and processes that relate to the accounting systems of the Agency. The individual in this role approves a variety of accounting documents and transactions in AFIS - the state's accounting system, as well as assessing processes and procedures to determine how to improve standard work.

Supervising a staff of professional accountants responsible for applying established accounting principles, theories, concepts, and practices directly to the area of assignment
Supervising day-to-day financial operations, reviewing a variety of complex financial transactions for completeness, accuracy, and conformance with Generally Accepted Accounting Principles (GAAP)
Maintaining an internal control structure through the review of reconciliations, financial data, procedures, and controls
Assigning a wide variety of accounting tasks such as maintaining ledgers, recording entries, and interacting with the State Treasurer's Office and the federal Department of Payment Management on a daily basis, and monitors the daily performance of such tasks by each employee (s)he supervises
Addressing questions presented by management regarding accounting transactions, policies, and procedures
Participating in the preparation for and execution of the fiscal year end close process and subsequent preparation of various "closing package" reports
Participating in the establishment and periodic review of guidelines, procedures, and policies. Initiates, modifies, and reviews standard work
Supporting to the fullest extent the Arizona Management System (AMS) via attending huddle meetings, tracking key performance metrics, holding 1:1 meetings with subordinates, and performing leader standard work
Assessing employee’s job performance and provides training and development to prepare employees for future growth opportunities
Addressing any employee performance issues after consulting with HR and together determining what progressive discipline steps are required
Employing successful employee motivation tools and actively supports the agency's employee engagement efforts
Monitoring key operational performance metrics for assigned areas of responsibility
Recommending improvements/modifications to metrics as appropriate, and identifies opportunities to streamline and improve work processes in the spirit of continuous quality improvement
Bachelor's degree in Accounting is required, along with a minimum of 2-3 years recent experience as an Accountant 2 or 3 in a high-volume accounting office
Extensive knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards
Extensive knowledge of the principles, concepts, practices, methods, and techniques of government accounting, internal control structures, and fiscal management
Considerable knowledge of the methods and techniques of automated accounting systems, including the use of applicable software
Extensive knowledge of reference material such as federal regulations, Arizona Revised Statutes, applicable Agency manuals, and policies and procedures
Substantial skill in work organization and accomplishment
Significant skills in analysis, interpretation, and communication of financial data
Considerable skill in techniques required to maintain accounting records through automated accounting systems, including PC and mainframe computer skills

Master's Degree in Business Administration or Accounting is preferred
Certified Public Accountant (CPA) license preferred
Candidates with previous supervisory experience in a high-volume accounting office and/or those with prior Public Health experience will be given preference
