The FRTIB is looking for a highly qualified and motivated individual to serve as a Financial Analyst.
This Job Opportunity Announcement (JOA) may be used to fill other Financial Analyst, GS-1160-11/12/13 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
The major duties of the position are:
Provide technical expertise on investment issues and projects.
Coordinate and oversee investment management activities and contracts.
Develop and implement policies and strategies for investment management.
Analyze investment performance and compliance.
Develop findings and make recommendations regarding investment returns.
Occasional travel - You may be expected to travel for this position training purposes.

To qualify for this position, applicants must meet the Specialized Experience as described below.
Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level, GS- equivalent to the GS-09 for GS-11, GS-11 for GS-12, and GS-12 for GS-13, in the federal government. Specialized experience is defined as:
One year of specialized experience equivalent to the GS-9 grade level in the Federal service. Such experience includes working in a major institutional asset management vendor setting, working in a major private, public, or non-profit sector institutional asset management plan sponsor setting, or working in an investment consultant setting for major institutional asset management assignments; high comfort level with complex mathematical operations and complex excel spreadsheet development work; and substantial experience from 1 or more of the following: accounting, fund accounting, financial analysis, financial audit, statistics, econometrics, budgeting, investment portfolio management, analyzing investment portfolio performance and attribution, and asset allocation. OR -Ph.D. or equivalent doctoral degree in related Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR -A combination of specialized experience as stated in this announcement and graduate level education in an appropriate discipline that, when combined, equal 100% of the total requirement. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. - Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Experience / Education Combination:
Applicants may also combine education and experience to qualify at the GS-11 level only. To compute, divide your total months of qualifying experience by 36. Then divide your semester hours of education beyond two years by 60. Add the two percentages. The total percentage must equal at least 100% to qualify.
