This position may be filled at the Human Resources Specialist II, Grade 22 with a salary range of $55,176 to $91,314.

The Office of Human Resources, Training and Organizational Development team provides training, workforce planning and organizational effectiveness activities that increase the knowledge, skills and abilities of the County's workforce. The team offers a wide variety of professional development opportunities for employees and managers through online learning and instructor-led classes. Facilitates performance improvement strategies and offers specialized training to meet specific departmental needs. The team also designs short- and long-term business strategies to meet professional development competencies, enhance organizational performance and effectiveness, and champions organizational change efforts to support the County's objectives.

The Human Resources Specialist III will define, design, develop, deliver and evaluate courses that support the organization's educational and training needs. The employee will apply data analytics, knowledge-management skills, and consultation experience to improve learning and organization's performance and development.

Duties include:
o Assessing training needs through surveys, interviews, focus groups, and internal procedure requirements.

o Developing curriculum, facilitator guides, PowerPoint presentations, handouts, and training documentation based on instructional design principles.

o Conduct research into new training, educational, and multimedia technologies.

o Evaluating and documenting impact and results of learning; gather qualitative and quantitative data and feedback from participants and their managers; debrief stakeholders and management as needed.

o Communicating program schedule, program status and issues to stakeholders and management as appropriate.

o Establishing and reviewing course content and objectives for computer-based training and instructor led training.

o Establishing relationships and coordinates training with external partners and contractors .

o Collaborating and partnering with departmental Subject Matter Experts (SMEs) to decipher relevant information and establish course content.

Minimum Qualifications
If filled at the Human Resources Specialist III, Grade 25

Experience : Considerable (3 years) applicable professional experience in defining, designing, developing and evaluating training programs.

Education: Bachelor's degree from an accredited college or university in Business or Public Administration or a related field.

Equivalency : An equivalent combination of education and experience may be substituted.

If filled at the Human Resources Specialist II, Grade 22

Experience : Some (2 years) applicable professional experience in defining, designing, developing and evaluating training programs..

Education : Bachelor's degree from an accredited college or university in Business or Public Administration or related field.

Equivalency : An equivalent combination of education and experience may be substituted.

Preferred Criteria
The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:

Defining, developing and delivering instructor-led training.
Defining, developing and delivering computer-based training.
Delivering instructor led training using expert presentation and facilitation skills for both small and large group settings.
Analyzing and synthesizing data to measure and evaluate training program effectiveness.
Administering and managing multiple training programs and projects with constantly changing priorities, deadlines, and stakeholders.
Oral Communication.
Written Communication.
Associate Professional in Talent Development (APTD), Certified Professional in Learning and Performance (CPLP), Senior Professional in Human Resources (SPHR) and/or SHRM Senior Certified Professional (SHRM-SCP) preferred.
