Program Manager

Government Contractor is seeking a Program Manager, who shall be responsible for the successful cost, schedule, and scope and overall performance of the contract. Serves as the main point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager, and the Contractor’s senior management. Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. Will utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents. This work will be performed on a Prime contract in the Annapolis Junction, MD area and other areas as dictated by the contract. Some travel is required.

o Bachelor’s Degree (Masters Preferred)

o Active PMP Certification from the Project Management Institute (PMI) or DAWIA equivalent

o 5-10+ years of demonstrated experience supervising or leading government contract teams or projects ( >50FTE)

o Experience in managing multiple, cross-functional teams or projects and advising senior level management and key stakeholders in a US government environment

o Demonstrated experience with the management and supervision of employees of various labor categories and skills in a complex, medium to large program

o TS/SCI with Polygraph

o Ability to travel. Travel required 20-30%

o Excellent oral and written communication skills

o Demonstrated MS Office Suite competency (MS Outlook, Word, PowerPoint and Excel)

Level 3 Qualifications:

  • Fifteen (15) years in experience in managing program and contracts of similar scope, type, and complexity within the Federal government, of which at least ten (10) years must be within the Intelligence Community.
  • Must have a PMP, FAC-P/PM Senior Level, or DAWIA Level 3 certification in Program Management. * Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
  • Shall be knowledgeable of the guidelines provided by the FAR and DFAR
  • Must have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
  • Must have at least One year of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management.
