The individual will provide financial analysis and reporting support for the Department of Public Utilities while working directly for the Public Utilities Finance Officer. The individual will also provide analytical and statistical support and research for a variety of wide-ranging topics pertinent to the department.

Duties include but are not limited to:
Developing complex worksheets, researching and analyzing financial information and documents, performing detailed cash and accounts receivable reconciliation
Providing assistance in development and monitoring of the Departmental Operating Budget and Capital Improvement Program
Tracking revenue collection to budget estimates
Monitoring billing and payments associated with contracts
Conducting detailed revenue and expenditure analysis, as well as forecasting
Leading accounting issues related to the Banner Customer Information and Billing system
Preparing financial and statistical data for cost of services studies, bond feasibility studies, comprehensive annual financial reporting documents, review by independent auditors, and reporting to City Council and other city departments
Ensuring departmental compliance with contractual and/or financial standards and requirements, and administration of city financial policies within Public Utilities
Representing the department on various internal and citywide teams

Related Experience and Skills:
Excellent financial and accounting skills, as well as knowledge and application of accounting principles and auditing standards promulgated by the American Institute of Certified Public Accountants and Governmental Accounting Standards Board
Experience working in a complex and professional financial role, capable of producing high-quality products with minimal supervision and short deadlines
Extensive oral and written communication skills
Ability to interpret complex financial data and communicate information to those without a background in finance
Ability to establish effective working relationships; experience reaching consensus on difficult situations in a team environment
Ability to lead junior staff as it relates to financial responsibilities
High level of self-sufficiency, complex analysis, and problem-solving
Experience using technology for information management as they apply to financial reporting and accounting; advanced proficiency in Microsoft Office and Adobe Acrobat
Experience working with senior management

Minimum Requirements:
MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to ten (10) years in field such as professional accounting in such positions as principal accountant or senior accountant that utilize the required knowledge, skills and abilities. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
Preferences Include:
  • Bachelor’s or Master’s degree in Finance/Accounting from an accredited college or university;
  • Governmental/Utility Enterprise Accounting experience;
  • Experience with utility/complex billing operations;
  • Certification or designation as Certified Public Accountant, completion of Certified Public Finance Officer Program, or other similar designation;
  • Experience in the review and documentation of policies and procedures and internal controls;
  • Experience in reconciliation of cash and accounts receivables involving multiple automated systems (Banner, iNovah, InSite);
  • Experience with advanced analytical and statistical tools.
