Full Job Description
Analyze the development of Cyber operational planning documentation using the adaptive planning and execution (APEX) format to analyze planning orders (PLANORDs), concept plans (CONPLANs), execute orders (EXORDs), fragmentary orders (FRAGORDs), and other directives and orders supporting global Navy Cyberspace and Space operations. Assist with the development and draft Campaign Plans to support all planning documentation to staff and internal and external stakeholders for review. Review DoD, Combatant Command, and service and component policies, directives, strategies, and concept papers for accuracy and operational relevancy and research and provide comments to staff and internal and external stakeholders. Coordinate with coalition, service, and Joint Task Forces to plan the full spectrum of Cyberspace, Electronic Warfare (EW), Electromagnetic Maneuver Warfare (EMW), Information Operations (IO), and Signal Intelligence (SIGINT) capabilities and missions across the Cyber, electromagnetic, and space domains. Leverage expertise with the development draft Operational Plans (OPLANS), Operational Orders (OPORDS), Execute Orders (EXORDs), Fragmentary Orders (FRAGORDs), Concepts of Operations (CONOPs), and other applicable directives, including policies, tactical publications, and messages for EW, EMW, IO, and SIGINT Navy missions and provide to internal and external stakeholders for review. Review DoD, Office of Secretary of Defense (OSD), combat support agency, Combatant Command (COCOM), service, component policies, directives, strategies, and concept papers for accuracy and operational relevancy. Research and provide comments to staff and internal and external stakeholders, as required.
5+ years of experience with working in Navy or DoD military service SIGINT, IO, EW, or EMW
5+ years of experience with OPLANs, CONOPs, EXORDs, FRAGORDs, and briefing senior leaders
5+ years of experience with Navy or DoD military service Cryptologic and Information Warfare (IW) issues
5+ years of experience with analyzing and revising DoD Joint planning doctrines and processes
5+ years of experience in maintaining organizational manuals and related orders required of a three-star level headquarters
TS/SCI clearance with polygraph is required
BA or BS degree
Experience in working with senior leaders and managers to identify the requisite workforce competencies and size of workforce required to meet mission needs and make recommendations to develop them
Experience in working within current operations cells to assist with tabulating, tracking, delegating, and finishing all incoming tasking and assignments
Experience with Internet Protocol (IP) network strategy and policy
Experience in developing strategic documents and concepts that include goals, objectives, lines of effort, and performance metrics Measures of effectiveness (MOE), and Measures of performance (MOP)
BA or BS degree or 10+ years of experience with operations and tactics work in a DoD military organization in lieu of a degree
