Responsible for the design and execution of Illinois HHS Enterprise programs, projects, and strategies that continue to build a comprehensive and inclusive approach to providing efficient and effective services to HHS customers. Focusing on collaboration with Illinois' healthcare and human service agencies, establish an Illinois Shared Interoperability Platform (ISIP) that delivers an interoperable environment supporting a person centric view of Illinois rendered healthcare and human services; and provide informative dashboards, reports, and enhanced data analytics.
Duties and Responsibilities
Directs all activities and has primary responsibility for outcomes of the innovation incubator (i2) within the cluster
i2 is an enterprise-level program activity within DoIT, responsible for collaborating with cluster agencies to respond to critical business questions and needs by using targeted data identification, collection and organization, in support of 360-degree analysis
Meets and collaborates with cluster agency management, staff and other stakeholders to identify and prioritize critical business needs and questions that can be addressed using data and evidence
Collaborates with agency staff, DoIT State Data Practice, DoIT Analytics Center of Excellence and other government and external partners to design, develop, test and run data analysis projects
May be required to supervise DoIT staff
Networks and regularly meets with other Cluster i2 Directors to collaborate on enterprise-wide DoIT and i2 initiatives, policies, standards and methodologies
Complies with relevant policies and regulations (such as enterprise memorandum of understanding [eMOU] for interagency data sharing)
Reports to Cluster CIO
Supporting Cluster CIO, establishes, convenes and prepares agenda items for cluster executive committee
Minimum Requirements: Desired Qualifications
Bachelors or Masters degree in business, engineering, computer science, operations, management, economics, mathematics, science, technology or related field
Five years professional experience in project management, application development, data analysis, big data, business analysis, or information technology management
Background in business and/or data analysis, especially involving interdepartmental or interdisciplinary integration or transformation projects
Experience with matrix organizations, senior management relationships, leadership, cross-boundary collaboration, lean, six sigma, BPR or innovation
Strong oral and written communication and presentation abilities
Strong convening and documenting abilities
Strong analytical and problem solving abilities
Strong leadership, negotiation and "out-of-the-box thinking" abilities
Proven ability to collaborate with individuals with diverse backgrounds and experience, from different departments and at different levels of the organization
Proven ability to develop teams and drive change

This position is based in Springfield.
Hours are 8:30 am to 5:00 pm, Monday through Friday.
SALARY/COMPENSATION AND POSITION CLASSIFICATION
Salary and position classification will be determined based on the level of experience when a job offer is made. Individual salary offers are computed based on an applicant's current position and experience level in comparison to the posted title as well as internal equity of staff in the organizational unit.
