RKF Engineering Solutions is seeking experienced Spectrum & Regulatory Engineers with a background in communications satellites, spectrum engineering, experience with the ITU and other regulatory bodies, satellite coordination, spectrum licensing, both US and international, and modeling & simulation of GSO and NGSO systems.

Looking for motivated professionals and creative thinkers that have expertise working closely with customers, stakeholders, working groups and regulatory bodies.

RKF performs satellite and radio communications network spectrum sharing and interference analyses and studies, including the production of appropriate modeling software and tools. This includes advanced analyses among Geostationary, Non-Geostationary satellites, High Altitude Platforms (HAPS), and terrestrial systems.


RKF is looking for experienced candidates to advocate for the acquisition and protection of spectrum on behalf of clients both corporate and governmental around the world. These efforts occur at the national, regional, and global levels, culminating in the World Radio Conference (WRC), where the international rules for spectrum use are set.

Position will support clients by performing analysis & studies in order to identify orbital slots and orbits for new satellite networks. In addition, support clients in all aspects of frequency and orbit coordination of satellite networks, including preparing the associated regulatory documentation for filing of those satellite networks under ITU Radio Regulations Articles 9 and 11 and under official procedures contained in Appendix 30, 30A, and 30B.

Position will handle the preparation and execution of technical analyses and strategies for frequency coordination meetings and provides negotiation and client support during those meetings. Post-filing, manage the ongoing protection of filed satellite slot assets through regular review and processing of publications in the ITU’s International Frequency Information Circular.


  • 4+ years experience in spectrum engineering and satellite regulatory expertise
  • Previous satellite coordination experience
  • Modeling & simulation experience of GSO and NGSO systems
  • Experience with Visualyse, Matlab, SolidWorks and Satellite Tool Kit (STK)
  • Familiarity with multiple languages, including C++, Java, Python
  • Knowledge of ITU and working party groups
  • Support of ITU agenda items
  • Spectrum licensing - US and International
  • Education: Bachelors (prefer Masters or greater) in Electrical Engineering, or related technical degrees with demonstrated experience

Background in space or aerospace engineering a plus.

Candidates must have a proven ability to work both independently and in a team environment, interact with customers and international stakeholders in professional settings, strategize on complex problems and think outside the box to find solutions. Strong communication and writing skills are an absolute must. Candidates should also be self-motivated and self-managing their workload and deliverable deadlines.
