Duties
Summary
This position is located in the Market and Trade Economics Division, Animal Products and Cost of Production Branch (APCOP). APCOP conducts a program of economic research, information, & analysis for livestock, dairy, & poultry markets & agricultural commodity cost of production.

You will serve as an Agricultural Economist working in the area of market research, analysis and outlook for cattle/beef.

Responsibilities
Analyzes factors affecting supply, demand, and trade in cattle/beef and develops an understanding of the behavioral, market structure, and policy factors affecting them.
Serves as an active contributor to MTED outlook programs and develops an independent research program on issues that are relevant to cattle/beef markets, both domestically and internationally.
Provides emphasis on planning, developing and carrying out economic analysis focused on the organization and performance of the U.S. food system as it relates to cattle/beef markets.
Responsible for maintaining current intelligence on important issues related to the cattle/beef industry and for producing economic reports relevant to the mission of the Branch, MTED, and the ERS.
Participates with the supervisor and others in identifying analysis to be done, which may involve joint efforts with subject matter experts in the agency, other government agencies, or research organizations.
Responsible for formulating research plans, developing methodology, determining data needs, and defining resources needed to carry out complex economic research, outlook, and analysis of cattle/beef markets.
Presents major findings and their significance in the form of published reports, staff reports, and/or briefings to Agency and Departmental officials.
Reviews and synthesizes published research to identify research gaps and limitations and directions for new research.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and education requirement, as identified by grade level.

BASIC REQUIREMENT:
A. Degree: A bachelor's (or higher) degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;

OR

B. Combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

AND

Additional Requirements - In addition to the Basic Requirement listed above, you must meet the required specialized experience below.

SPECIALIZED EXPERIENCE:
GS-14: Applicants must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience includes: 1) experience planning and executing commodity analysis programs to yield successful outcomes; 2) managing data necessary for economic analysis; 3) developing and executing relevant economic research; and 4) responding to information requests from policy makers, media outlets, or the general public.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
