Under the direction of the Senior Geographic Systems Specialist (Sr. GISS) the position of Geographic System Specialist I/II (GISS I/II) performs an integral role as a member of the Planning & Development Division of the Airport Department. The GISS I/II will assist in the development of the Airport Integrated Mapping System (AIMS) Program. This position performs work of moderate difficulty at the journey level in the utilization of Geographic Information Systems (GIS) as they relate to Airport and Master Plan Projects. The AIMS Program is comprised of three (3) distinct primary functions and often inter-twine with each other. These functions are CAD, GIS, and the Plan Repository. The GISS I/II position will serve as the back-up person for the Senior Geographic Systems Specialist and as such will be required to perform in all three areas.
Essential Duties and Responsibilities AT THE DEPARTMENT OF TRANSPORTATION (DOT):

Under the direction of the Senior Geographic Systems Specialist (Sr. GISS) the position of Geographic System Specialist I/II (GISS I/II) performs an integral role as a member of the Department of Transportation. The GISS I/II will assist in the ongoing progress of the streetlight to LED conversion program. This position primarily performs data management duties, planning and analysis with geographic data, produces printed as well as interactive maps, and occasionally will be involved in field data collection of pole assets. The GISS I/II position will serve as the back-up person for the Senior Geographic Systems Specialist, and will also support the migration effort of the streetlight work order management system from SQL Server to Salesforce.
Essential duties of a GISS I/II include, but may not be limited to the following:
- Prepares and verifies GIS databases using paper maps, and multiple sources, and maintains data to ensure data content and accuracy for a variety of purposes.
- Interpret recorded construction documents to enter graphic and attribute data into GIS.
- Create, implement and maintain an enterprise GIS system with a versioned, distributed geodatabase environment.
- Produce map books through the use of ArcMap, Maplex, data-driven pages and Python scripting.
- Ability to read and interpret construction plans.
- Imports, integrates, updates, cleans, and validates data from multiple sources.
- Develops system documentation and user manuals on GIS best practices and functionality.
- Data collection using a Global Positioning System (GPS) receiver and mobile devices.
At supervisor’s direction, conduct research of software solutions that will improve the efficiency of production work.
- Knowledge of Microsoft SQL Server, and ArcGIS X-Ray for ArcCatalog Software, for ESRI Geodatabase Schema Design and Administration.
- Knowledge of Salesforce, Infor, Feature Manipulation Engine (FME) and other work orders systems integration is a plus.
Geographic Information Systems Specialist I – A Bachelor’s Degree from an accredited college or university in Geographic Information Systems, Engineering, Computer Science, Management Information Systems, Mathematics, Physical Science, Geography, Urban Planning, or closely related field. A GIS certificate from a certifying body acceptable to the City of San José is highly desirable.
Geographic Information Systems Specialist II –A Bachelor’s Degree from an accredited college or university in Geographic Information Systems, Engineering, Computer Science, Management Information Systems, Mathematics, Physical Science, Geography, Urban Planning, or closely related field AND one (1) year of increasingly responsible experience in computer programming, geographic information systems or transportation planning. A GIS certificate from a certifying body acceptable to the City of San José is highly desirable.
Geographic Information Systems Specialist II – Possession of a valid GIS certificate in computer programming, geographic information systems or transportation planning from a certifying body acceptable to the City of San José may be substituted for the one (1) year of experience.

Candidates are required to satisfactorily complete and pass a fingerprint based Criminal History Records Check prior to being considered for a position in this class at the Airport. This Airport position requires a background check and a Transportation Security Administration (TSA) check. The candidate must be fingerprinted and qualify under all applicable TSA and Airport regulations.
§ Possession of a valid State of California driver’s license may be required.
§ Geographic Information System Professional (GISP) certification is NOT required for the Geographic Information Systems Specialist I/II series position.
The ideal candidate will possess the following competencies, as demonstrated in past and current employment history. Desirable competencies for this position include:
Job Expertise – Demonstrates knowledge of and experience with applicable GIS professional/technical principles and practices, Citywide and departmental procedures/policies and federal and state rules and regulations. Be proficient with GIS software such as ArcGIS Desktop Suite, ArcGIS Server, and ArcGIS Online and capable of preparing maps, reports, spreadsheets, graphical presentations and performing GIS analysis in the professional setting. Experience with Microsoft SQL, and ArcGIS X-Ray for ArcCatalog Software, for ESRI Geodatabase Schema Design and Administration.
Analytical Thinking – Approaches a situation or problem by using a logical, systematic, sequential approach.
Customer Service – Demonstrates the ability to anticipate customers’ needs and deliver services effectively and efficiently in a timely, accurate, respectful, and friendly manner.

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
