ECS is seeking a Scrum Master (Federal Dashboard) to work in our Fairfax, VA office
We are currently seeking an influential, diligent, and energetic Scrum Master to join our team. This role will serve as a team lead and central stakeholder liaison for cross-functional teams embedded in the Federal Operations space.
The successful candidate will Support Dashboard Development for the Department of Homeland Security's (DHS) Continuous Diagnostics and Mitigation (CDM) Program. CDM is a dynamic approach to fortifying the cybersecurity of government networks and systems. ECS provides systems engineering, development, deployment and operations for the CDM dashboard, which provides critical insight into the cyber posture of federal agencies.
The Scrum Master will support the coordination of all required activities for the successful transition to, and maintenance of CDM Federal Dashboard Production Operations, including, Helpdesk Operations, Knowledge Management, Training, Communications and Outreach and Federal Dashboard Operations and Maintenance. This individual will be responsible for leading a team of 15 or more individuals, and for defining and implementing processes and procedures under this new program initiative to satisfy program requirements.
Lead scrum Federal Operation teams (Federal Ops, Security and Legacy Federal dashboard)
Provide guidance, leadership, and coach the team in agile practices and processes
Collaborate with developers and customers daily
Provide business and systems analysis support for projects
Collaborate with customers and developers to identify and clarify scope of problems/issues in terms of business/systems requirements and processes
Facilitate and drive requirements clarification via standard techniques such as lean driven task/workflow analysis to identify epics and breakdown epics into stories with acceptance test criteria to be used to drive iterations
Assure all documented requirements and acceptance test criteria are transparent to the whole team
Organize and facilitate Team Ceremonies, including Daily Stand-Up Meetings, Iteration Reviews, Retrospective Meetings, and Backlog Refinement Meetings
Ensure Agile Tools are continuously kept up to date and track team velocity and trends
Direct and supervise all support resources for the performance of project assignments and activities.
Foster an environment of open communication among the team to raise issues and impediments often and early
Must be a U.S. Citizen
Bachelors Degree (Preferably IT or STEM) with 3-5+ years experience
Must be independent, self-starter, motivated and energetic with a strong personality
Must be able to handle fast-paced environment and sometimes ambiguous situations
Must possess strong communication skills and must have the ability to communicate effectively (written and verbal) with all levels of staff and management and can translate technical information to a non-technical audience
Experience with configuration and maintenance of IT Service Management (ITSM) tools such as Atlassian Jira in a production environment supporting Event Management, Incident Management, Problem Management, and Change Management
3+ years of experience deploying and maintaining solutions across a diverse and heterogeneous IT environment, including technical leadership in IT Service Delivery and IT Service Management, Enterprise Architecture (EA), Service Desk Management, Systems Engineering and Administration, Change Control and Configuration management, and Cloud Operations
3+ years of management and technical leadership experience on projects of similar scope and size, working across all elements of PMBOK and IT delivery life cycles, including initiation, planning, development, requirements management, CM, quality assurance, and release management
3 + years of IT project/consulting experience, including proficiency working within the Software Development Life Cycle
3+ years of experience as a document author and technical writer / editor, working with minimal supervision to coordinate across functional teams to produce quality deliverables
Working knowledge of various methodologies/frameworks such as SAFe Agile
Experience with DHS Programs and the DHS SELC
Project Management Professional (PMP) Certification
SAFe Agile Experience and / or Certification
ITIL Practitioner Certification and ITIL Foundations Certification
Certified Information Systems Security Professional (CISSP)
