Description of Duties/Essential Functions

This position serves as the Asia-Pacific Trade Specialist for the Illinois Department of Commerce's Office of Trade & Investment (OTI). The Asia-Pacific Trade Specialist will cover a designated geographic territory* and counsel Illinois businesses in export opportunities and strategies to successfully navigate export growth in a market(s) within the territory. The Asia-Pacific Trade Specialist manages all program responsibilities to execute annual group trade missions to international trade shows; presents on OTI programs and services to business representatives, associations, and government audiences; and acts as the content expert on the Asia-Pacific region for the bureau.

  • Asia-Pacific market territory includes: Australia, Bangladesh, Bhutan, Brunei, Cambodia, East Timor (Timor-Leste), Fiji, India, Indonesia, Japan, Kiribati, Korea, North, Korea, South, Laos, Malaysia, Maldives, Marshall Islands, Micronesia, Federated States of, Mongolia, Myanmar (Burma), Nauru, Nepal, New Zealand, Palau, Papua New Guinea, Philippines, Samoa, Singapore, Solomon Islands, Sri Lanka, Taiwan, Thailand, Tuvalu, Vanuatu, Vietnam
30% - Manages designated Office of Trade and Investment (OTI) programs which includes serving the Asia-Pacific region and other foreign market regions:
Confers with regional foreign market staff
Identifies Illinois industries and services that have the greatest export potential in the assigned region
Advises and makes recommendations to OTI management for OTI export assistance programs and activities in the assigned region
Coordinates, organizes and promotes OTI sponsored international trade programs and activities including trade shows, trade missions, conferences, matchmaking business appointments, and foreign direct investment seminars and workshops
Manages, plans and allocates budget for trade shows
20% - Markets the OTI services and programs in the Asia-Pacific region and other foreign market regions:
Maintains current Asia-Pacific market and industry information, economy trends and international trade policies
Develops and advises management on long term strategies and goals for marketing and promoting Illinois products and services
Prepares market analysis reports and briefings at the request of the Governor's Office, DCEO senior staff, and other DCEO offices and OTI management
20% - Counsels State of Illinois businesses on international opportunities:
Provides international marketing expertise to Illinois companies to export their products and services to the assigned region
Collaborates with the Small Business Development Centers and International Trade Center Network to provide export assistance programs to Illinois companies
Engages with Illinois economic development organizations and business leaders to attract foreign investment to Illinois
Assists international delegations traveling to Illinois by arranging meetings with potential Illinois suppliers and public and private international trade organizations and partners
15% - Represents the OTI, DCEO and the State of Illinois at both public and private organization meetings and at both domestic and international events with foreign dignitaries and representatives from Illinois.
10% - Maintains and tracks client/company information and program activity data:
Measures program results, activities, goals and objectives
Provides a monthly activity and performance measurement report to OTI Management
5% - Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Requirements
Requires a Bachelor's degree.
Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.

Experience working as an international trade consultant performing duties such as market research or business lead generation with a focus on Asia-Pacific markets*
Experience in sales, marketing, business development or business counseling with a focus on Asia-Pacific markets*
Experience in sales, marketing, business development or business counseling with a focus on international markets
Experience in sales, marketing, business development or business counseling with a focus on domestic markets
Written and oral professional proficiency in one of the following languages or another used in one or more Asia-Pacific countries*, excluding English
Experience developing or managing a budget
Experience with end-to-end trade show management including planning, managing and executing
Experience with end-to-end accountability (owning, managing and delivering) for multiple projects simultaneously
Experience in a public facing role that includes presenting or promoting (this position functions as the face of Illinois in domestic and foreign settings)
Experience collecting and analyzing data, developing recommendations and presenting recommendations to executive leadership
Proficiency using Microsoft Excel & PowerPoint

Requires a valid passport
Requires a valid driver's license
Requires ability to travel extensively including both domestic and international, to fulfill all duties listed above
Requires ability to work at various times outside of normal office hours to meet a deadline or communicate with clients/partners in different time zones
Requires ability to work overtime
