Administers human resources policies and procedures. Ensures programs offered to employees through the Human Resources Department function properly. This position carries out responsibilities in the following functional areas: benefits administration, employee relations, performance management, policy implementation, and recruitment/employment.
Implements human resources programs by providing human resources services, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, and labor relations.
Performs benefits administration to include claims resolution, change reporting, approving invoices for payment and communicating benefit information to employees. Reviews, provides recommendations and updates benefit plan documents, plan amendments, summary plan descriptions, contracts, and agreements as necessary.
Conducts recruitment effort for all exempt and nonexempt personnel, students and temporary employees; conducts new-employee orientations; administers applicant tracking and onboarding systems.
Assists in evaluation of reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of the department and services performed.
Develops human resources solutions by collecting and analyzing information; recommends courses of action. Prepares reports by collecting, analyzing, and summarizing data and trends. Maintains human resource information system records and compiles reports from the database.
Complies with federal, state, and local legal requirements by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements, and advising management on needed actions.
Provides guidance to management with employee relation/conflict resolution issues. Investigates various employment laws and makes recommendations to management.
Manages the Leave of Absence programs, which includes research and implementation of applicable laws, workers’ compensation, supplemental sickness and family medical leave.
Performs work under general supervision. Handles moderately complex issues and problems, and refers more complex issues to higher-level staff. Possesses solid working knowledge of subject matter.
Typically requires a Bachelor's degree, and 3 to 5 years of experience.
Proven knowledge and understanding of California employment laws, including rules and regulations. Possesses understanding of FMLA, ADA, CFRA.
Ability to read, write, and speak Spanish fluently.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, governmental regulations and legal documents. Ability to write reports, business correspondence, and procedure manuals. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
Ability to write articles for publication that conform to prescribed style and format.
PHYSICAL JOB REQUIREMENTS
General office environment with moderate noise level. While performing the duties of this job, the employee is regularly required to stand, walk, stoop, kneel, crouch, crawl, and use hands to finger, handle, feel and reach. The employee frequently is required to talk, hear, and sit (remain stationary within work area). The employee must occasionally transport up to 10 pounds. Correctable hearing and close vision capabilities required.
