As part of the USAMEDCOMs transition to the new electronic health record (EHR) and due to new requirements for Cybersecurity through the Risk Management Framework (RMF) it is necessary to certify not only applications and software for servers but also all medical devices and any item that connects not only to the Army MEDCOM network but to the Medical Community of Interest (Med-COI) network.
Incumbent will increase the number of RMF packets being processed and approved for an Authority to Operate (ATO) in the DoD eMASS system, throughout the MEDCOM at all MTFs and Clinics globally, to improve the security posture of the MEDCOM networks. Reduce the amount of time it takes to process a package in the eMASS system from start of a package to the ATO through process standardization for Medical devices, Common IT, and Facility related Control Systems (FRCS) such as Air conditioners and power and generator systems that have embedded IT. Improve the Interaction with packet submitters and reviewers to validate the completeness of packets and to make recommendations on certifications based on reviews of the submitted packets and artifacts.
Creating and maintaining the technical documentation and management policies for a new Cyber Security office focused on the Accreditation and Certification of devices on a government enterprise network. This includes but is not limited to:
Researching, understanding, incorporating and complying with federal regulations and DOD and US Army policies, directives and regulations.
Working with Cyber Security Engineers and Analysts to:
Develop Information System Description.
Prepare Information System Registration.
Prepare and Submit Security Plans for Approval.
Develop Security Control Imple.
Perform Security Status Reporting.
Serve as the Knowledge Management lead for the Cyber Security Team.
Studying drawings, specifications, mockups and product samples.
Ensuring technical verbiage is easy to understand by the layperson.
Writing clear and concise policies and procedures.
Submitting copies to managers for feedback.
Adjusting copy as necessary and proofread for grammar and spelling.
Follow a document life cycle development process.
Releasing the document following final approval.
Providing updates and different editions as necessary.
Must have a minimum of two (2) years’ Technical Writing experience and demonstrable expertise in designing and developing documents using Microsoft Products to include: Office, Visio, and SharePoint.
Excellent writing, editing, drafting and journaling skills, to include the ability to design and create documents and artifacts from notional ideas.
Must have a minimum of two years’ experience working in a program or project that required certification and accreditation of new or existing devices or applications on a DoD network. Conceptual and practical understanding of Risk Management Framework (RMF) preferred.
Education: Must have a Bachelor’s degree.
Clearance/Background check: Must be able to pass a customer specific background check (ADP/IT Level I). U.S. Citizenship is required per contract requirements and to pass the background check. Having a current, favorably adjudicated federal government background investigation is preferred.
Six or more years of experience writing for Information Technology security efforts
Education: Bachelor of Arts degree in English or a related subject area
