Engility Corporation is seeking qualified candidates for the position of Subcontracts Administrator to support the Defense and Security Group in Chantilly, Virginia. The subcontracts administrator position provides strategic teaming support during capture and proposal activities, as well as administrative support for the life of the contract. The Subcontract Administrator collaborates with business development and capture teams, program managers, contracts managers/administrators, and project finance teams to apply Engility processes and procedures for capture, business development and day-to-day subcontract activities.
This position is responsible for cradle to grave subcontracts administration and management including but not limited to preparing and negotiating nondisclosure agreements, teaming agreements and subcontract agreements; reviewing prime contract requirements, special provisions, and terms and conditions to develop appropriate subcontractor flow-downs; identifying proposal compliance elements related to subcontracting and ensuring the requirements are adequately addressed, and conducting all pricing/quote requests and negotiations with subcontractors.
The individual will be responsible for day to day administrative duties of subcontracts within their assigned contract/group portfolio to include issuing new agreements and modifications, processing purchase requisitions in support of these actions, resolving subcontractor at-risk and funding issues, evaluating any contractual performance issues of subcontractors and maintaining subcontractor procurement file documentation to ensure 100% compliance with company CPSR and SOX policies. Other related duties may be assigned at the supervisor's discretion.
The selected candidate will have a general understanding of the corporate business and an appreciation of financial/analytical issues and profit and loss implications.
Bachelor's degree is required; preferably in business, finance, or a related field.
Experience operating within a Contractor Procurement System Review (CPSR) approved system is required.
No clearance is required but must be able to obtain a clearance.
6 years of experience in subcontracts administration working for a federal contractor.
Must have good understanding of FAR regulations and how they relate to subcontract management as well as experience managing various types of subcontracts including IDIQ, CPAF, CPFF, T&M, and FFP.
Must be organized, detail oriented and demonstrate strong time management skills and be able to coordinate and prioritize multiple projects with limited supervision in a fast paced environment.
Must have excellent written and verbal communication skills, and be able to adapt to changing work efforts, problem solve and manage shifting priorities.
Must be able to develop and maintain professional relationships with peers, vendors and customers, and contribute to a professional work environment by demonstrating integrity, teamwork and a positive attitude.
Must have excellent MS Word and MS Excel skills. Experience with Deltek Costpoint is a plus.
Experience managing large IDIQ type subcontracts.
