CATEGORY: This position will be filled as a regular full time category position. DUTIES AND RESPONSIBILITIES: Plans and administers year-round social recreation activities for a medium sized community recreation facility to include the base theater. Plans, schedules and publicizes a wide variety of leisure services including room rentals, vendors, instructional classes, movies and special events. Coordinates the use of facilities such as the ballroom, theater, and classroom areas to insure maximum utilizations. Efficiently and effectively coordinates the activities, staffing, materials and the necessary facilities. Documents events and uses customer feedback to improve current activities plan for future events. Conducts inquiries and surveys to determine the community’s needs and interests for future community center and theater activities. Recommends divestiture, modification or initiation of new programs and partnerships. Establish appropriate contracts with all concessionaires, instructors, etc. in accordance with all NAF Contracting requirements; monitors contractor performance in comparison to contract standards. Recruits necessary volunteers to assist in organizing and conducting scheduled activities. Interviews and selects volunteers and documents volunteer hours. Provides required orientation, training and supervision. Recruits contractors to provide on-site as well as of performances of instruction and services. Ensures volunteers and contractors have received the proper training and orientation in a timely manner. Ensures volunteers are promptly assigned to appropriate and meaningful activities and are effectively recognized for their contributions. Effectively publicizes the volunteer program to maximize participation and benefit the community center operation. Determines necessary items/materials needed for the planned activities, including staff, supplies, equipment, transportation and administrative support. Develops appropriated, non-appropriated and capital expenditure budgets. Responsible for protection of assets and financial resources. Provides total personnel management to include interviews, hires, and disciplines, develops work schedules, documents and provides training, approves leave, appraises and recommends for awards. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. May be required to work an uncommon tour of duty. Performs all other duties as assigned.
QUALIFICATIONS: Must have experience which demonstrates knowledge of goals, application of principles, concepts and methods and techniques of recreation. Knowledge of programming, marketing and scheduling events or programs within one or more of the following: morale, welfare and recreation, business operations and/or community center event planning. Skill in written and oral communications and the ability to speak with a variety of groups. Must possess experience that provides knowledge of cash handling procedures. Must have computer skills in the use of various automated software programs, tools and techniques to produce a variety of documents and reports but the skills of a qualified typist are not required. Ability to make decisions and work effectively under the pressure and time lines and rigid deadlines. Must be able to pass a physical examination as the position requires long periods of standing, recurring bending, crouching, and reaching and lifting moderately heavy items. Must be able to obtain a Tier I background investigation.
