Job Description:
Under the direction of the Director of Public Works, the Assistant Director of Public Works provides assistance in determining the needs and requirements of the department, developing project objectives, budgetary preparation and responding to community needs. Assists the Director of Public Works with managing the following departments: Streets and Drainage, Solid Waste, Water, Wastewater, Fleet and Environmental Services.

Job Responsibilities: The duties described below are indicative of what the Assistant Director of Public Works may be asked to perform; duties may be changed with or without notice.
~ Assists in managing the development and implementation of department goals, objectives, policies and priorities; establishes, within City policy, appropriate service and staffing levels; and allocates resources accordingly.
~ Assists in directing and coordinating work plans by assigning projects and areas of responsibility, evaluating work methods and procedures, identifying and resolving problems, assessing and monitoring workloads, administrative and support systems and internal reporting relationships to identify opportunities for improvement and directing and implementing changes.
~ Assists in the preparation, implementation and monitoring of the departmental budget; assists in directing the forecast of additional funds needed for staffing, equipment, materials and supplies; and implements adjustments as necessary.
~ Assists in selecting, motivating and evaluating department staff, provides or coordinates training and works with employees to correct deficiencies; and assists in implementing and administering disciplinary and procedures.
~ Participates on a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence to City council and City management, as directed.
~ Represents the Public Works department to other City departments, elected officials and outside agencies by coordinating department activities with other departments, agencies and organizations.
~ Performs the duties of the Director of Public Works in his or her absence.
Education and/or Experience

~ Minimum of five (5) years progressively responsible supervisory experience, preferably in a municipal environment.
~ Valid Texas Class C Driver"s license with acceptable driving record.
~ Bachelor"s degree in engineering, public administration, business, management, environmental science or related field, and/or equivalent combination of education, training and experience will be considered.

~ Texas Commission on Environmental Quality (TCEQ) certifications as a Wastewater Operator, Water Operator and/or Solid Waste Operator.
~ Ability to operate various types of equipment appropriate to the profession.

~ Ability to positively interact with staff, public, vendors, salespeople, City and community elected officials, suppliers, contractors, etc.
~ Ability to maintain a professional manner when dealing with the public.
~ Ability to take control of situations, guiding subordinate activities in a responsible manner.
~ Ability to plan activities, goals and objectives of staff members and the department; monitor compliance to same as directed by department policy.
~ Ability to instruct and train in methods and procedures.
~ Ability to prepare performance evaluations including making recommendations regarding unsatisfactory job performance.
~ Ability to respond to complaints and grievances.
~ Ability to prioritize work and develop and revise work schedules as needed.
~ Ability to encourage initiative by providing leadership.
~ Ability to comprehend, retain and apply City and State policies and legislation, i.e. City ordinances, procedure manuals, etc.
~ Knowledge of water, wastewater, solid waste, fleet, warehouse, street and drainage operations and infrastructure.
~ Ability to understand and review construction plans and drawings.
Language Skills
~ Ability to communicate effectively with other member of the staff, supervisor and the public.
~ Must possess exceptional written and verbal communication skills.
~ Ability to develop, interpret and implement City policies and procedures; written instructions, general correspondence; Federal, State, County and local regulations; MSDS sheets, safety manuals and warning labels.
Mathematical Skills
~ Ability to calculate basic mathematical calculations without the aid of a calculator.
~ Ability to develop and implement a department budget.
