Summary: Primary duty is to review plans and specification for Sewer & Water Utility projects, gather quantities, collects subcontract quotes, create the bid in heavy job, and works with Project Manager to execute final bid proposal for owner on a timely manner.
Essential Duties and Responsibilities:
Reviews plans and specifications to determine the scope of the work required for the project.
Reviews jobsites before bidding in order to make appropriate estimates.
Completes an accurate earthwork takeoff utilizing Agtek software and perform hand takeoff quantities for various aspects of each project.
Calculates quantities (square yard, linear feet, cubic yard, each, etc) for each project to factor materials needed and material movement.
Solicits quotes from subcontractors for bid preparation and final numbers. Keeps DBE/MBE requirements in mind with subcontractor invitations to bid.
Collects quotes on materials required for the project.
Constructs the bid in HeavyBid by adding activities (work to be completed), crews and equipment, adjusting production rates.
Print out bid proposals from HeavyBid and create proposal. Send/deliver to owner or general contractor of each bid in the time frame required.
Determine results of bids by contacting General Contractors or communication from the bid runner for publicly awarded jobs.
Works with Project Manager, managing the project, after the job is awarded.
Requirements & Qualifications:
Preferred bachelor's degree (B.A.) in Construction Management or Civil Engineering from four-year college or university, or equivalent combination of education and experience in Utilities or Earthwork construction preferred.
Good communication skills both oral and written when working with all levels of management, employees, external vendors and other business associates. Must clearly communicate directions and information. Speaks effectively before groups as well as individuals. Must have good interpersonal skills.
Ability to work with mathematical concepts such as fractions, percentages, ratios, and proportions. Must know standard conversions used in the construction industry.
Ability to read, analyze and interpret policies, reports, and legal documents. Ability to respond to inquiries or complaints from clients, regulatory agencies, and internal safety complaints. Ability to effectively present information to top management, public groups, and/or regulatory agencies.
Knowledge of or ability to learn bidding software AGTEK, Heavy Bid software, Microsoft Windows software, Outlook, Word and Excel.
Ability to define problems, collect and document data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of situations and events and respond accordingly. Ability to seek counsel, when needed and use a variety of resources.
The work environment characteristics described here are representative of those employees encountered while performing the essential functions of this job. Employee seldom lifts or moves up to 10 pounds. Is exposed to minimal to moderate noise levels on job sites. Occasionally may encounter high noise levels, but hearing protection is provided/required when visiting jobsites.
