The Lead, Accounting Technician is responsible for assisting in training of new accounting staff and is familiar with all staff duties and must have a deeper knowledge of the many and diversified computer systems of accounting. The Lead must be able to perform all the duties of the Accounting Team plus assist with the duties of the Accountant. During peak periods and special accounting projects they assist the staff member in the performance of their duties. The Lead Accounting Technician must have a thorough knowledge of IFCAP, CASCA, MCA, AR, FAP, IPPS, Outlook, Excel, Internet Explorer and other integrated VISTA and FMS systems for the maintenance of the General Ledger Accounts. As technical advisor for all accounting transactions, the incumbent is responsible for cost transfer transactions to include FMS EB, EW and ET transactions. The incumbent, due to his/her knowledge of the FMS computer system, is the first line for handling accounting problems or questions that arise within the VISN, Austin Financial Services Center or accounting technicians. In addition to these duties the incumbent performs the following:
1. Provides information and training to staff to include 1358's, purchase cards, 2237's, fund control points, cost centers and budget object codes.
2. Serves as backup for the more difficult monthly reconciliations such as the general ledger and subsidiary accounts to assure that the accounts are in balance. Takes corrective action to bring reports and listings into balance, verifies corrected copy, and recommends changes in procedure to prevent a recurrence of the problems.
3. Prepares miscellaneous reports required of the Accounting Team and other services within VISN.
4. Performs special reviews and analyses to ensure the integrity of the general ledger control system.
5. Assigns action items to the accounting technicians by station and ensures they are complete and turned in timely.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience may include experience supervising and providing direction for the day to day functions within a large complex
accounting setting; this position requires a hands-on working knowledge of VA regulations, public laws, directives, policy and memorandums regarding obligations from miscellaneous
vendors. This position performs clerical, assistant or technician level work in of budget, accounting, auditing, fiscal and/or financial management functions. You wil be rated on the following Competencies for this position:
