EMERGENCY ASSIGNMENT: IMAT employees are subject to a 24-hour on call work schedules in the event of an emergency and be willing to be relocated to emergency sites with little notice. The teams deploy as soon as notified to respond and are on the scene within 12 hours. Once on scene, the teams operate and function under intense physical and mental stress until the response mission is accomplished. This service will require irregular and/or long working hours which may be under austere environments that include living and working in temporary facilities such as tents, warehouse, or other expediently established facilities, significant damage to critical infrastructure that prevents ready access to potable water (other than for drinking), other than basic medical care, and other routinely available services. Work may include duties other than those specified in the employee’s official position description and may involve some physical exertion including activities such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, stooping, stretching, reaching, or similar activities; carrying and lifting of moderately heavy items (up to 50 pounds).
When deployed, the incumbent reports to the Operations Section Chief and is responsible for coordinating lifesaving and critical life-sustaining emergency response operations with other Federal agencies, State, tribal, and local governments, and other organizations in managing complex programs and operations for a complex Level I incident.
Develops strategies and tactics for managing operations for all levels of incidents and preplanned events
Develops, maintains, and executes operational plans supporting critical Emergency Support Function (ESF) assigned to the branch
Collects, analyzes, and disseminates critical ESF information in partnership with Federal, state, local, tribal, territorial, and private sector partners
Builds partnerships with governmental and private sector incident or emergency response teams to foster collaboration and unified response
Participates in the incident action planning process. Ensures all relevant information is exchanged during briefings and debriefings related to infrastructure systems
Determines if the organizational structure is appropriate based on supervisor's direction and ensures that the structure and staffing are Incident Command System (ICS) compliant
Writes task descriptions providing clear, concise direction and performance expectations
Ensures continuity of operations and a complete and effective closeout and/or transition at the termination of activities. Establishes and maintains coordination with Mission Assignment (MA)Manager and serves
as a primary MA tasking approval authority for ESF agencies and organizations, as required
Serves as the focal point for coordinating tasking and determining the status of tasking, financial management, support, and special considerations; and reviews the MA Tracking Report to ensure the accuracy of tasking and sub-tasking. Notifies the ESFs of stand-down plans and coordinates the closeout of each branch closing; and compiles documentation, including a chronology of events
When not deployed, typical responsibilities include:
Participates in exercises at the national, regional and state level and all required training with states, territories and other federal agencies
Provides input for development of and participate in the execution and documentation of functions and plans affecting critical aspects of FEMA's mission, operational responses and programs
Provides basic instruction on disaster-related topics to regions, states and local authorities
Participates in the development of regional catastrophic planning for all-hazard responses
Assists in the development of plans, goals, and objectives for new initiatives and programs
Evaluates and provides recommendations for improving effectiveness of existing programs and activities
75% or less - IMAT members will deploy to emergency sites. IMAT members will travel to disasters, offices, trainings, meetings, or for other job related reasons. Non-emergency travel may be required.

To qualify for this position at the IT-04 level (starting salary $47.53 per hour), your resume must demonstrate at least one full year of specialized experience equivalent to the next lower grade (IT-03) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience.
Designing and developing operational or incident response plans for a large organization pertaining to incidents and preplanned events such as Firefighting, Emergency Management/Incident Command, and Emergency Medical Services;
Coordinating and integrating multiple organizations capabilities; and
Leading a large and geographically diverse team by engaging in activities such as providing guidance, communicating priorities, and/or delegating authority.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). STAFFORD ACT EXCEPTED SERVICE APPOINTMENTS: Cadre On Call Response Employee – Incident (CORE-I) is an appointment type granted under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Section 306 (b), which authorizes FEMA to appoint such temporary employees as necessary to accomplish work authorized under the Act.
