This position exists to provide technical support and documentation to school district staff in the development, transition and operation of a new statewide student information data collection system (Ed-Fi) that is intended to replace MARSS WES and the Student Support Data Collection (SSDC) for school districts and the Minnesota Department of Education. Over 18,000 school and 1.3 million student records are currently processed and edited annually. This system must be capable of producing the required student accounting data needed for use in school finance formulas that will determine approximately 9.4 billion dollars in state aid; 2.9 billion dollars in property tax levies; and 180 million dollars in federal special education funding to school districts each year. This system must also be capable of producing student demographic and attendance data to meet the Elementary and Secondary Education Act reporting requirements, state accountability data requirements, special education accountability indicator data requirements, federal reporting requirements and other MDE student data needs.

Responsibilities include:

  • Design, maintain, vet and document data validity procedures and protocols to assure accurate and consistent data in comparison to MARSS data and for use in state and federal aid calculations, analysis of statewide testing results, Elementary and Secondary Education Act reporting requirements, special education accountability requirements, demographic data disaggregation requirements and federal reporting requirements for the National Center for Education Statistics and Special Education.

  • Assist with onboarding districts to Ed-Fi submissions

  • Provide training and technical assistance to staff in school districts, charter schools, student software vendors and Regional Management Information Centers (RMIC).

  • Design and maintain data validity procedures and reports to certify consistency with student data reported via MARSS.

  • Qualifications

    Minimum Qualifications: Three years of professional experience in writing technical material.

    Advanced experience with Microsoft Word, Excel, Powerpoint and related software applications to:
    • Check documents for accessibility requirements as prescribed.
    • Translate technical specifications into meaningful and understood written documentation.
    • Write and prepare technical manuals on reporting specifications and procedures
    • Effectively communicate, verbally and in writing to a variety of audiences with diverse levels of understanding
    • Prepare training materials and conduct training on the reporting of student data via ED-Fi to the Minnesota Department of Education
    Preferred Qualifications: MARSS coding experience acquired at any of the following areas: school districts, Charter School, regional management information center, software vendor or MDE. education.

    Experience developing and presenting training on MARSS or other complex student reporting procedures.

    Moderate understanding of Minnesota student accounting principles.

    Knowledge of state accessibility standards accounting to WCAG 2.0 (web content accessibility guidelines).

    Knowledge of JSON and/or XML with JSON being preferred.
