Under administrative direction, is responsible for performing highly complex and technical accounting and administrative work with full responsibility for activities and functions related to Payroll and Time Administration sections of the Finance Department. Exercises direct supervision over assigned staff.

ESSENTIAL JOB FUNCTIONS:
Oversees and coordinates all activities and functions for areas of responsibility to include payroll and time administration.

Ensures timely and accurate processing of time and attendance across multiple departments. Ensures timely and accurate processing of multiple payrolls consisting of Civilian, Uniformed, full-time, part- time, and seasonal City employees to include payroll production, reporting, accounting and taxation.

Develops, reviews, and maintains Payroll and Time policies and procedures. Monitors for effectiveness, provides guidance and ensures compliance with department policies, procedures and service level agreements. Provides technical guidance and direction and coordinates training for all payroll and time related functions and activities.

Ensures the integrity, timeliness and accuracy of payroll and time master data and transactional data by performing high level validations.

Ensures compliance with legal requirements and government reporting regulations affecting payroll as well as adherence to acceptable accounting guidelines and standards.

Coordinates with Fire and Police departments for proper compliance and processing of payroll in accordance with their collective bargaining agreements.

Coordinates third party payroll remittances and reviews reconciliation of associated accounts for discrepancies.

Coordinates, prepares, and presents reports and/or recommendations such as open records requests, monthly, quarterly and annual reporting such as 941 and W-2s, or work papers for internal and external audits.

Acts as the liaison between City Departments, HR and SAP Production Support on Payroll and Time related issues.

Oversees the maintenance and implementation of the Time Collection System including departmental system implementation, system upgrades and daily system operation throughout the City and manages relationships with system vendors.

Coordinates the completion of all major special projects as directed by the Director or Assistant Director.

Coordinates the duties and responsibilities of Section Mangers to ensure proper and fair workload distribution.

Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.

Assists in the preparation of the department's operating budget.

Performs related duties and fulfills responsibilities as required.

JOB REQUIREMENTS:
Bachelor's Degree from an accredited college or university.

Eight (8) years of increasingly responsible governmental accounting experience or related experience within the payroll area, to include four (4) years of supervisory responsibility over assigned staff.

PREFERRED QUALIFICATIONS:
CPP certification with the American Payroll Association.

Experience with payroll for over 10,000 employees.

Working knowledge of KABA or Kronos automated time collection system.

Strong FLSA knowledge.

Extensive knowledge of federal forms 941, W2, W2C and W3 for large employers.

PHYSICAL REQUIREMENTS:
Physical requirements include occasional lifting/carrying of 5 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting and kneeling to perform the essential functions. Working conditions are primarily inside an office environment.

Knowledge of governmental/fund and payroll accounting.

Skill in utilizing a personal computer and associated software programs such as SAP and Microsoft Excel.

Skill in supervising, training, selecting, monitoring, counseling, and evaluating assigned staff.

Ability to meet aggressive deadlines and manage multiple priorities.

Ability to communicate clearly and effectively, both verbally and in writing.

Ability to prepare clear and concise reports.

Ability to direct and manage professionals and administrative staff.

Ability to establish and maintain effective working relationships with subordinates, co-workers, supervisors, and the general public.

Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions.
