Premier Staffing Source Inc. (PSS, Inc.) is seeking a Program Communication Lead for a full time twelve (12) month contract assignment in the Phoenix, AZ area.

The selected candidate will be responsible for managing a program to assess, procure, design, and implement a replacement of the current Administration for Children and Families (ACF) SACWIS compliant system (CHILDS) with a system (Guardian) to align with the ACF Comprehensive Child Welfare Information System (CCWIS) regulations. Guardian is a child-centered, user friendly technology solution focused on quality data and improved processes to support all DCS work for the safety of Arizona’s children.

Communications Lead within Guardian program is responsible for conveying Program’s internal and external messages. The position drafts written materials, prepare presentations and communicate with employees. A bachelor's degree in communications, public relations or a relevant field and experience are necessary for the job. The Communication Lead needs excellent speaking and writing skills and must be proficient at working with others.

Job Description

The Communications Lead creates and maintains Communication and Outreach plan in regards to internal and external program stakeholders, and to support program governance. The Lead corresponds with employees and external stakeholders to keep them informed of program developments and provide status reports on the communication progress. The Lead creates strategies to increase employee awareness, knowledge and to promote change management activities. The lead prepares all communications, inclusive but not limited to email, presentations, plans, task lists, dashboards and newsletters for the following work streams: Program team, DCS wide, Statewide.

Internal Duties:
Ensure that employees are aware of changes and projects within the agency.

Create and distribute key messages, prepare presentations and internal memos, and conduct meetings to share information on Program activities, risks, statues, plans, etc.

Develop print materials and branding strategies for Program use.

Develop surveys and questionnaires for the Program.

Develop and measure communication effectiveness through series of metrics, such as: reach metrics, engagement metrics, impact metrics, level of understanding, activity metrics, etc.

Design and maintain Program website.

Coordinate meetings and maintains Program calendar and mailbox.

Other duties pertaining to Communication strategy as assigned.

Externally Duties:
Ensure that external community is aware of the changes and projects within the agency.

Together with the Program team represent the agency to stakeholders, interested parties, and the public.

Develop and distribute materials that explain or convey the agency's strategy for Program implementation.

Other duties pertaining to Communication strategy as assigned.

Requirements:
Bachelor's degree with major in communications, public relations, marketing or similar. Master’s degree is beneficial but not required.

Minimum of 3 years’ experience is required communication, public relations, organizational change management, marketing or similar field.

Strong written and oral abilities with Leadership skills.

Research and proofreading skills to ensure all materials are high quality and accurate.

Experience using Adobe Creative Suite

Experience in child welfare and / or IT a plus
