Under the supervision of the EMS & Trauma Systems Manager, and within guidelines established by the EMS Act and rules adopted there under, plan, coordinate and evaluate EMS education/training and certification activities; plan, coordinate and provide licensure and inspection activities; plan and coordinate complaint investigations and recommends appropriate action; and provide technical assistance and information to EMS licensees and certificants. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Provide information on the EMS services and affairs to the public. Prepare goals and objectives, plan and conduct education/training courses for EMS coordinators. Assist EMS licensees and certificants with quality management, mutual aid agreements, protocol development, grant proposals, variances and carries out interventions as appropriate.
Essential Job Functions:
Investigate complaints relating to EMS licensees, certificants and/or EMS related affairs. Develop and carry out investigative plans, document findings and make recommendations for action to the Compliance Review Committee. Testify as expert EMS witness at related hearings and informal conferences as requested.
Coordinate, approve, and monitor EMS education/training and certification activities in compliance with the EMS Act and rules and policy adopted there under. As assigned, will participate in advisory councils and assist in development of program goals, objectives and evaluation activities. Review, evaluate and approve course applications. Monitor and evaluate education/training programs and activities, and prepare written reports of findings. Process education/training and certification data. Evaluate instructional and skills testing activities of independent education coordinators and instructors.
Coordinate and provide license survey activities within assigned area to comply with the EMS Act, rules and policy adopted there under. Perform regular inspections associated with licensing survey requirements. Evaluate and process license application packets and related data for compliance with the EMS Act.
Compile data to support issuance of provider license and insure timely delivery to provider. Use computer system for inputting and retrieving data and word processing.
Assist with public relations activities as requested including appearances at public hearings, open forums, commissioner’s court, city councils, Regional Advisory Councils (RACs), etc. as an EMS subject matter expert. With leadership and guidance from the Manager will serve as a liaison and coordinate with other State EMS/Trauma System offices, local RAC and other EMS entities regarding Trauma Systems Development, Grants Projects administration and public information. Research, interpret and disseminate standards, policies, rules, and definitions pertaining to regional EMS constituents. Uses computer for inputting and retrieving data and word processing to include Microsoft products, to include Word, Excel and Power Point.
Other duties as assigned to include disaster response activities. This position may serve in the DSHS or EMS Multi-Agency Coordination Center, State Operations Center, regional and/or local operations centers, joint field offices, Disaster District operations centers, or to be deployed to an affected area of the state during the response to and/or recovery from an all hazard event. This position may on an as-needed basis, assist with a response and/or recovery effort because of their subject matter expertise and/or experience; or assist with maintaining continuity of operations.

Knowledge of the operations of an EMS provider and/or EMS education program.
Knowledge of agency administrative rules, regulations, policies and procedures and the ability to interpret/apply them.
Knowledge of modern office practices and administrative procedures. Skill in relating complex information verbally and in writing.
Skill in the use of current computer systems and Microsoft products to include Word, Excel and Power Point, internet, and email; a proficiency exercise in MS Word will be required during the final selection process.
Skill in proofreading and editing correspondence for grammar, punctuation, and clarity.

Registration or Licensure Requirements:
Registrations, Licensure Requirements or Certifications: Must possess a valid Class C Texas driver’s license, or equivalent license from another state. Employee must meet and maintain an acceptable driving record that meets the standards developed by the Texas Department of Public Safety (DPS) and DSHS policies to operate vehicles.
Current Texas or National certification or license as an emergency medical services personnel; minimum Emergency Medical Technician (EMT) level.
Initial Selection Criteria:
Current Texas or National certification or license as an emergency medical services personnel; minimum Emergency Medical Technician (EMT) level. Experience in EMS operations and/or EMS Initial Education. Application review and processing experience, quality assurance audit experience and/or complaint investigation experience considered.

Additional Information: This position may require working hours other than 8:00 a.m. – 5:00 p.m. Monday thru Friday, to include some evenings, weekends and holidays as workload dictates. This position is eligible for telework, up to 100% within the Houston Galveston, or surrounding areas. Travel to and from work and working at the headquartered office will be required as needed. DSHS will provide computer, related equipment, and basic office supplies. Employees must provide office furniture and high-speed internet. This position requires statewide travel. Employee must provide transportation. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business, applicants will have their driving records checked through the Department of Public Safety and applicants must have a valid Class C Texas driver’s license or equivalent license from another state.
