Job Profile/Summary

The Program Manager of Data Analytics manages the delivery of strategic initiatives that span multiple Project, Data Domain, and Vendor Teams. The Program Manager manages the relationship between the Program Sponsor, Project Managers, Analysts, Key Stakeholders, Product Owners, Domain Leads, Architects, and delivery teams to provide clear direction to the team on strategic delivery objectives and manages updates based on team key performance measures and communicates in a clear and consistent way. This position manages across the EMPLOYERS Data Analytics domain team implementing our next evolution of data warehouse, data lake, business analytics, and machine Learning capabilities utilizing Amazon's AWS Cloud platforms integrated with EMPLOYERS transaction systems and external data sources. Program Managers is responsible for the leading the project teams to ensure program targeted objectives are met.

Essential Duties/Responsibilities

Program Manager – Data Analytics
Advocate for the Program Sponsor and IT Domain Service Owner
Facilitate the Demand Management Process to align project/product objectives, business value, resource capacity, and product/release roadmaps.
Establish program scope and align with individual project/domain teams
Establish a program organizational structure to ensure individual team alignment with program objectives
Facilitate Resource Management Process for program demand and capacity planning
Lead the acquisition of contract and vendor resources to support the program
Understands the business and technology domains being managed. Is an active contributor to architectural, solution options, business process, and value definition across Stakeholders, Product Owners, Product Managers, Domain Leads, Project Managers, and Scrum Masters.
Directly manages and/or coaches Project Managers and Business Analysts assigned to the program
On-Boards vendors and contractors
Utilizes the Project Management Processes (PMP) to establish program level management and reporting including, scope, schedule, financials, resources, and KPI’s
Responsible for ensuring program commitments are met for scope, schedule, budgets and quality
Job Requirements/Competencies

Strong facilitation skills
Ability to be a servant leader
Can fulfill the combined role of Program Manager and Project Manager
Advanced skills in establishing and managing scope in a complex project/releases
Advanced understanding of IT and Project cost management (expense, capital, and asset management)
Advanced skills in resource management to identify resource capacity, skills, and competencies and lead to solutions to resolve resource issues
Ability to build project plans for complex projects and releases across multiple teams to identify critical path and dependencies
Ability to influence risk and issues resolutions
Strong written and verbal communications skills. Can adjust communications needs for different levels of the organization including c-level, stakeholder, and team
Knowledge of and experience in managing products/projects for Business Intelligence, Datawarehouse, Data Lake, Data Governance, and Cloud platforms.
Current technologies and platform’s include Amazon AWS Cloud, DataStage, InfoSphere, Cognos, Tableua, RStudio, Emblem, SAS, Mongo, SQL, Oracle, DB2.
Education/Certificate/License Requirements

Program Manager

Bachelor’s degree in Computer Science, IT, Business, or equivalent experience
Masters degree a plus
PMBOK Certification or Equivalent a plus
Certified Scrum Master a plus
Certified Scrum Product Owner a plus
Six Sigma Black Belt a plus
