The Massachusetts Commission Against Discrimination (MCAD) is the state agency responsible for the enforcement of the Commonwealth's anti-discrimination laws. The MCAD seeks the services of a temporary (approximately 9 months), contract investigator to conduct investigations into situations that may violate laws against discrimination in housing; conduct intakes with possible complainants and draft complaints of fair housing claims; investigate claims; and write draft dispositions to Investigating Commissioners regarding the findings and recommended disposition of housing discrimination investigations

General Statement of Duties
Responding to individuals who have made inquiries regarding housing discrimination to the MCAD and/or the Department of Housing and Urban Development (HUD)
Conducting intakes of fair housing complaints
Conducting investigations of fair housing complaints
Writing draft dispositions regarding the investigative findings and recommended disposition of fair housing investigations to the Investigating Commissioner.
Entering case information into the MCAD's and HUD's case management databases, CMS and HEMS, in a timely manner.

Qualifications Required At Hire

Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence.
Ability to formulate questions to gather needed information from witnesses.
Ability to accurately record information provided orally.
Ability to gather information by examining records and documents.
Ability to maintain accurate records
Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
Ability to apply general rules to evaluate relevance of specific facts.
Ability to exercise discretion in handling confidential information.
Ability to read and interpret legal documents such as court decisions, briefs, opinions, contracts, etc.
Ability to establish rapport with people from different ethnic, cultural and/or economic background.
Ability to communicate effectively in oral expression, to follow written and oral instructions, to adapt to varied work situations, and to work independently.

Qualifications Acquired on Job

Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing fair housing law, and housing unit activities.
Knowledge of the types and uses of agency forms.
Knowledge of investigative techniques.

Minimum Entrance Requirements

Applicants must have at least (A) two years of full-time or equivalent part-time experience in investigatory, law enforcement or regulatory administration work, or (B) any equivalent combination of the required experience and the substitutions below.

SUBSTITUTIONS:
A Bachelor's or higher degree may be substituted for the required work experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
Preferred Qualifications
Juris Doctorate (JD)
Experience working with Individuals possessing significant mental and/or physical disabilities.
Fluency in Spanish and/or another foreign language spoken by a significant population in Massachusetts.
Experience and/or training working on complicated legal issues including but not limited to lending and real estate transactions; reasonable accommodation/modification requests and/or responses and complaints involving significant research into housing patterns.
