Position Purpose

The Employee Relations Senior Specialist position is responsible for managing Cargill’s compliance with Equal Employment Opportunity and Affirmative Action laws and regulations, including leading compliance reviews by the U.S. Department of Labor’s Office of Contract Compliance Programs (OFCCP). This individual works with an outside vendor, legal counsel, and other members of the Regional Employee Relations team to facilitate Cargill’s U.S. Affirmative Action Plans and pay equity analysis. Additionally, this position is responsible for providing training and other tools to aid Market Human Resources and Businesses with their compliance. This person also handles other compliance related responsibilities and employee relations duties as assigned.

Principal Accountabilities

45% - Manage OFCCP and Other Government EEO/AA Compliance Reviews
• Manage corporate risk by leading Cargill response to OFCCP compliance reviews
• Work with internal partners to ensure accurate reporting and effective use of Cargill’s resources
• Lead efforts to be proactive and strategic in U.S. compliance with innovative and cost-effective approaches to AAP and OFCCP compliance, including such things as quarterly or semi-annual monitoring reports, pro-active consulting and broad efforts to impact Cargill’s strategy in this area
• Develop strategies in alignment with Federal Contract Compliance Manager to proactively enable and improve compliance
• State and local government EEO/AA reporting and audits

20% - Facilitate AAPs and Pay Equity Analysis
• Provide strategic thought leadership in the execution of Cargill’s Affirmative Action obligations
• Ensure that Affirmative Action structure is appropriate to Cargill’s needs and meets regulatory requirements
• Facilitate pay equity analysis under the direction of Law
• Partner in vendor selection and direction to effectively utilize resources
• Partner in the development and maintenance of any and all tools such as training, information updates, consulting, etc.
• Appropriately work with cross-functional team to ensure alignment and cross-training
20% - Provide consulting and advice to Market HR and Businesses on EEO/AA compliance requirements including, but not limited to:
• Compliance obligations, AAPs, pay equity, and new EEO laws, regulations and executive orders
• Work with internal partners to determine implications for Cargill and to ensure compliance

10% - Provide outreach coordination and leadership in ways that will drive Business and Enterprise compliance:
• Search out and facilitate broader outreach efforts to enable Businesses to meet their compliance obligations – such as Veterans organizations, Disability organizations, Minority/Female Organizations
• Share best practices and incubate outreach ideas for Market HR to implement. Lead efforts to ensure other internal groups (e.g. Talent Acquisition, Global Inclusion & Diversity) are effective compliance partners

5% - Any other Duties as Assigned

Qualifications
Minimum Required

• Bachelor’s degree from accredited university
• Minimum 5 years exempt level Human Resources, Equal Employment Opportunity/Affirmative Action, or Employment Law experience
• Working experience with MS Excel
• Ability to travel approximately up to 15% of the time

Preferred Qualifications

• Juris Doctor or Master’s Degree
• Five or more years' experience leading U.S. compliance areas including Affirmative Action programs, with expert in-depth knowledge of Affirmative Action requirements
• Five or more years' experience managing varying types of OFCCP compliance reviews, including large audits
• Experience with HR systems (e.g. PeopleSoft, SuccessFactors/Employee Central, Taleo, Kronos)
• Previous experience with investigating and responding to EEOC and/or Department of Human Rights charges
• Supervisory experience
• Experience working with applicable federal, state, and local laws, codes, and regulations and current Equal Employment Opportunity and Affirmative Action regulations
• Experience conducting compensation/pay equity analyses Equal Opportunity Employer, including Disability/Vet.
