This position is located in the Region 4, Atlanta Office of the Federal Transit Administration (FTA). The Region 4 Office manages the most sophisticated transit operators and transit system network in the United States and has the largest most complex transit programs in the country. The Region 4 program experiences intense scrutiny by the public, elected officials of all levels, and the media.

Responsibilities

As a General Engineer , you will:
Assist reviewing and evaluating project cost, schedule, scope, and quality documents as part of the grant development phase; provide assistance with project development monitoring to ensure that projects are properly designed constructed and managed as approved in the grant.
Assist reviewing and evaluating project progress reports, financial status reports and compares them with the latest approved project scope, schedule and budget.
Assist Aid in project development activity related to assigned grantees including review, analysis, evaluation and response to technical submissions. Organize regular technical overview sessions with a grantee and its engineering consultant(s).
Support the coordination of risk assessments with grantees and Project Management Oversight Contractors (PMOCs), using the risk assessment process to help prioritize oversight activities; report on the status of risk mitigation efforts.
Provide expert technical assistance and ensures the application of other FTA expert resources to assist grantees in developing creative solutions to complex project coordination and engineering issues.

CONDITIONS OF EMPLOYMENT:

Qualifications
To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

MANDATORY EDUCATION REQUIREMENTS:
All applicants must meet one of the following requirements to qualify for consideration for an engineering position:

Successful completion of a professional engineering degree at an accredited university or college.
OR

Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration as an engineer.
Evidence of Passing the Engineer-in-Training Written Test.
Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM.
Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
NOTE: This is a TERM appointment (not-to-exceed 2 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

SPECIALIZED EXPERIENCE REQUIREMENTS:
To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07, which includes the following:

Experience applying engineering design and construction principles and procedures related to public works construction projects including costs of alternate construction techniques.

To qualify for the GS-09 on Education alone, you must have:
At least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.

You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, which includes the following:

Experience applying engineering design and construction principles and procedures related to public works construction projects including costs of alternate construction techniques.
Experience in technical writing, preparing technical reports and presenting the contents to management.

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify on for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11, which includes the following:

Experience applying engineering design and construction principles and procedures related to public works construction projects including costs of alternate construction techniques.
Experience in technical writing, preparing technical reports and presenting the contents to management.
Experience providing technical guidance on multi-million-dollar public works construction projects.
Experience analyzing engineering options to include extensions or modifications of construction projects.
You cannot qualify on education at this level, you must have experience.

To qualify on for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12, which includes the following:
