This position is in the Senior Executive Service (SES), a small elite group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations. This cadre of dedicated executives is charged with providing strategic leadership and upholding a commitment to public service that transcends loyalty to a specific agency mission or individual profession. As an SES member you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants. This position is located in the Center for Consumer Information and Insurance Oversight (CCIIO) within CMS, in Baltimore (Woodlawn), Maryland.

As the Director, Marketplace Information Technology Group, CCIIO, you will serve as the innovator to build new capabilities in line with the U.S. Digital Services Playbook in an entrepreneurial manner to implement the vision of private sector engagement with CMS, and direct the optimization of CMS' IT investments and information management practices. Your major responsibilities will include:
Directing the use of digital analytics and digital services to ensure user-centric designs, standards-based approaches to software development, and modern project management and development processes.
Overseeing the development, implementation, and maintenance of all CMS systems that support Health Insurance Exchange projects.
Overseeing the guidance and management for the State-Based Exchange (including security of files and data, and integration with any Federally-provided support services).
Serving as an ambassador with stakeholders, direct technology activities, integrate with legacy systems, and oversee technical activities while keeping current with web, information technology (IT), hosting and infrastructure opportunities such as "Cloud" and "…as a Service" offerings.
Leading the development and evolution of the vision for efficient digital services offering for healthcare-based payment delivery, which incorporates new and legacy technical components, and oversees the tactical planning and implementation of the vision.
Serving as a focal point within CMS, and as liaison between CMS and external public and private sector organizations.
Directing the implementation of more agile and lean system development methods; eliminate waste from the process, ensure proper testing, include user feedback and integrated testing; ensure Operational accountability is in place, as well as data operations.

All initial appointments to an SES position are contingent on approval from OPM's Qualifications Review Board unless the selectee has successfully participated in an OPM approved SES Candidate Development Program.

Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Professional/Technical Qualifications (PTQs)

This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.
Demonstrated knowledge and experience in leading large scale IT system development and implementation. Demonstrated experience in driving the vision, implementation, operation, and maintenance of large scale, complex, secure distributed technical architectures involving high performance Internet-based consumer-facing and multi-stakeholder applications. Experience with systems implementation requiring extensive healthcare back office operations, which may include eligibility and enrollment management, consumer messaging, financial management, payment, data services and data integration, data warehousing and analytics, and ensuring high availability and stability of the systems.
Demonstrated knowledge and experience in leading large and complex teams to support healthcare program planning, analysis, and integration of policies, requirements, schedules, budgets, contracts, data, and systems.
Demonstrated knowledge and experience in management and coordination of both agile and waterfall development approaches using a continuous delivery and continuous integration approach and tools.

If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.

Salary for SES positions varies depending on qualifications. The annual salary range is found at the top of this announcement. The selectee for this position may be eligible for annual performance bonuses and performance-based pay adjustments.
