Summary
The Office of Planning and Project Management, Construction Management Branch is seeking a Construction Representative to oversee and manage construction and contracts. You will get to work on highly visible projects that involve great historical significance and require the use of specialized construction methods to accomplish.

Responsibilities
**This appointment is temporary, not to exceed 24 months. It is a position that is subject to the project needs of the Agency. Therefore, the appointment could be terminated at any time due to shortage of work or shortage of funds. If the project continues; however, it could be extended beyond the 24-month time frame at the sole discretion of the Agency.**

**The tour of duty will be decided upon at selection and the tour of duty may change due to the operational needs of Management.**

Major Duties:
  • Performs constructability reviews and collaborates with consultants, architects, engineers, and estimators in advance of contract documents being sent out for bid.
  • Participates in the review of proposals and selection of contractors as a technical evaluation panel member.
  • Write statements of work for construction management support contracts to be included in Contracting Officer’s (CO’s) requests for proposal. Serves as Contracting Officer’s Technical Representative (COTR) on assigned construction and consulting contracts.
  • Serve as technical expert in assigned areas of responsibility. Prepares and provides project updates.
  • Coordinates construction management teams for oversight of construction contracts and contract administration and monitors for compliance with contract documents.
  • Monitors contractor’s safety for compliance with applicable safety standards and regulations.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in the Federal service.

Specialized experience is defined as the following:
(1) Overseeing and monitoring new construction, renovations, infrastructure improvements and building upgrade contracts. Serving as Contracting Officer Technical Representative (COTR) on assigned construction and consultant contracts. Preferred to have a COTR certification but not a requirement for this position.

(2) Working with project managers, jurisdictions, consultants and in-house resources to determine risks and making recommendations through changes in scope of work, construction documents and proactive oversight utilizing risk mitigation planning and/or removal of these risks.

(3) Recommending improvements in design and efficiencies, reducing changes to the contract and enhancing operations.

(4) Using a full range of industry best practices, project controls, CMB standard operating procedures (SOP) and various technologies in the oversight and management of contracts.
