The Environmental Services Division (ESD) in the Water Services Department (WSD) ensures compliance with environmental regulations. The Air-Hazardous Materials Section in ESD works with WSD divisions to maintain permits, develop plans and submit reports required by the Clean Air Act, Emergency Planning and Community Right to Know Act, Phoenix Fire Code, the Resource Conservation and Recovery Act and Clean Water Act. The Environmental Quality Specialist (EQS) will report to the Air-Hazardous Materials Water Services Project Coordinator for the City of Phoenix (COP), Water Services Department (WSD). This position will develop and manage a program necessary for full compliance with all Federal, State and COP standards that all WSD Facilities are subject to.

The EQS will provide the knowledge and technical expertise required to evaluate, inspect and coordinate compliance activities as well as serve as a liaison to regulatory representatives. Primary responsibilities include managing waste disposal projects; signing hazardous waste manifests; participating in audits, certifications, and process hazard analyses required by the risk management program; accompanying regulatory inspectors on site visits; conducting chemical inventories; updating the SDS and ESD databases; training of WSD staff; and reviewing proposed legislation for impact on WSD. In addition, the EQS will be working with contractors for waste disposal and spill cleanups as well as with WSD divisions to ensure compliance.

Additional responsibilities will include environmental compliance activities such as drafting of reports, reviewing policies, updating standard operating procedures, and participating in emergency planning, environmental facility assessments and incident investigation.

RECRUITMENT DATES

SALARY

$54,392- $ 81,245 annually.

Candidates may be hired above the minimum depending upon qualifications.

JOB REQUIREMENTS

Two years of professional level experience in a regulatory, public utility or industrial setting.
Experience with Federal, State and local regulations related to management of hazardous materials.
A bachelor's degree in biology, chemistry, engineering, industrial hygiene, environmental science or related field.
Strong computer and organizational skills.
Proficient in Adobe Acrobat, Excel, PowerPoint and Word.
Requires working outside in a variety of environmental extremes such as heat, cold, rain, air pollution and dust.
Working irregular hours and being on call.
Requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess an appropriate valid Arizona driver's license, possess personal insurance coverage and have an acceptable driving record.
