Duties and Responsibilities:
Conducts, directs or participates in performance analyses
Coordinates the identification and selection of programs to assist with tailored offerings based on identified need or skill building
Consults, researches, develops, designs, implements, and administers level appropriate, modern content and program curation to associates
Provides consulting services supporting performance-based solutions to business partners, stakeholders, and enterprise associates
Tracks and analyzes programs, provides metrics, determines and reports on trends, offers data-based recommendations
Responsible for the effective communication of programs and materials developed for the enterprise
Utilizes appropriate learning technologies in support of learning solution design
Job may require incumbent to travel overnight via commercial transportation or driving motor vehicles or both, to attend training programs and to visit field locations
May be expected to work irregular hours (weekends and/or evenings), based on workload and job requirements

Role Responsibilities:
Apply leading industry knowledge to continually refresh suite of learning products and services that will provide the highest value to customers
Apply learning industry knowledge to procure vendors to support emerging trends that will provide the highest value to State Farm
Drive strategic sourcing and management through procurement model
Establish and maintain vendor and business partner relationships that support department and/or enterprise goals
Collaborate with purchasing to fulfill vendor management processes
Collaborate with the Office of Vendor Management, Enterprise Technology and Legal to conduct risk verification, assessment processes, monitor vendor progress, and reporting of vendor quality
Identify and establish appropriate criteria and conduct industry scans to make criteria-based selections of appropriate vendors for current and emerging learning solutions (including content catalogs)
Conducts criteria-based quality reviews of vendor services and products
Serve as a liaison between business learning areas and approved vendors to ensure learning needs are met
Uses a wide array of contracting methods and practices to support world class learning design solutions
Build and maintain professional relationships with vendors and provide feedback to drive continuous product and service improvement
Support the curation of content catalogs to meet learning needs
Build and maintain close cross departmental working relationships with the procurement department
Partner with technology-related areas to support simple access to content catalogs, access to appropriate data and connections to appropriate learning technology platforms
Identify data discrepancies, trends, and root cause analysis to impact key business objectives
Synthesize information and convey complex data in clear and creative ways
Drive out vendor relationships through user-story documentation, stakeholder relationships and communicating expectations and results

Experience/Skills/Background Preferred:
A learning expert who maintains currency in emerging learning theories and methodology, instructional design, evaluation & measurement, content curation, and learning technology
Maintains level of expertise in strategic sourcing and procurement
BS or higher in Education, Learning, Organizational Development, HR or related field with professional work experience in design, development and evaluating of learning programs in a complex organization
Maintains level of expertise in using variety of contracting methods to ensure learning needs are met
Strong verbal, written and presentation communication skills
