The Health Care Authority is seeking a tactful, customer-focused professional to fill the position of Administrative Assistant 3. This position will support a newly established section within the HCA, and will require flexibility and the ability to work in a dynamic, fast paced, and ambiguous environment.
The ideal candidate for this position will be skilled at anticipating needs, coping with change, and shifting gears when necessary.

This position serves as a confidential assistant to the School Employees Benefits (SEB) Section Manager within the Employees and Retirees Benefits (ERB) Division. It also supports the ERB Division by providing high-level administrative support to the School Employees Benefits Board, and other sections within ERB including the Policy and Rules Section, the Portfolio Management and Monitoring Section, and the Benefit Accounts Section. It focuses on providing a caring and professional culture.
Some of the tasks this position will perform:
Provide administrative support to the Section Manager and Section staff by:
Managing calendar and scheduling appointments.
Researching and reviewing operating procedures and developing solutions or recommendations.
Organizing meetings with internal and external stakeholders.
Making travel arrangements for supervisor and staff.
Performing complex word processing tasks such as merging and sorting, integrating text with graphics, and creating advanced Excel spreadsheets as needed.
Work closely with the Special Assistant to the ERB Division Director and the Administrative Assistant 4 to support all ERB sections as needed.
High School graduation or equivalent.
Three years of progressively responsible experience in office/clerical, secretarial, or general office work.
Formal education may substitute year-for-year experience.
Knowledge of research methods, communication, and correspondence practices.
Ability to work independently; work effectively with others, communicate effectively, both in writing and speech.
Proficiency in Word, Excel, Outlook, PowerPoint, and SharePoint desired.
Advanced organizational skills.
Working knowledge of state government.
About the HCA:
The Health Care Authority (HCA) is Washington State's largest health care purchaser, public or private. HCA provides health care access for more than one-third of the state's non-elderly population, and is a leader in moving health care forward both in Washington State and nationwide.
HCA purchases health care for more than 2 million Washington residents through its administration of three programs:
School Employees Benefits Board (SEBB) Program: Effective January 1, 2020, the HCA will start enrolling employees of school districts, educational service districts (ESDs), and charter schools in the School Employees Benefits Board (SEBB) program. Once developed and operational, the SEB Program will provide insurance coverage for approximately 250,000 to 300,000 eligible employees and their dependents. We anticipate that approximately 1200 school districts and ESD bargaining units currently negotiating benefits separately will be consolidated into the SEB Program.
Public Employees Benefits Board (PEBB) Program: Provides medical, dental, life, and long-term disability coverage through private health insurance plans to approximately 370,000 eligible state, local public jurisdiction, school district, and higher education employees. Administers the public employee wellness program.
Washington Apple Health (Medicaid): Provides health care coverage to approximately 1.9 million low-income Washington residents. HCA serves as the federally designated Single State Medicaid Agency.
