Job Description:
The Product COO organization is responsible for partnering with FICC management and LOB heads to define and implement business strategy, GBAM COO to define and implement COO organization strategy, and enterprise functions to ensure compliance with enterprise requirements.

The COO organization partners with senior sales, trading and banking, support and control organizations, including enterprise functions and COO colleagues to ensure implementation of strategy as well as the effective and efficient operation of the business on an ongoing basis. A key facet of this responsibility is efficiently executing initiatives through cost-benefit analysis, prioritizing, designing the solution and removing roadblocks. FICC COO is actively involved in all facets of business operations other than actively trading, selling and structuring/origination. This group works with central and enterprise functions to drive initiatives and enable new business, products, transactions and enterprise mandated requirements in a controlled and timely manner. This group is instrumental in developing and administering many governance activities for the Line of Business (“LOB”).

Seeking Senior Product COO for national Municipal Banking & Markets (“MBAM”) team. MBAM, currently the leading underwriter and market-maker of US Municipal securities, delivers strategic capital raising, treasury, credit and liquidity solutions to the Firm’s public sector and non-profit clients.

The Senior Product COO will lead the MBAM COO team with consolidated coverage of the various MBAM businesses: Public Finance, Municipal Markets (sales, trading and underwriting), Public Sector Banking Client Management, PSB Sales/Treasury Support, and PSB Credit Products.

Responsibility areas of focus:
Business Strategy and Financial Performance: planning and strategy development, expense analysis, management and control, business planning and presentations
Business and Platform Management: work closely with LOB Executive and leadership team regarding people and process management, business head representation, execution of LOB and enterprise business initiatives, business and operational infrastructure, legal entity management.
New Products and Strategies and Transaction Management: Involvement in transaction approvals, management of approvals process, facilitate the definition of strategy and new product ideas and viability
Controls and Governance: collaborate with L&C partners on the development of new policies, procedures and controls, chair governance routines, business specific regulatory compliance, regulator interaction and presentations
Other Business Functions and External Interactions: supervision of PFG and PSB support group, Administrative Assistants, oversight of MBAM PFG/PSB Analyst and Associate training programs, manage in-business risk teams, serve on Board of Directors or operating committees of BAML legal entities, communication/coordinate market utilities, coordinate periodic reviews, agreements, and new services LOB including electronic trading platforms, syndicate, and related data, etc.

Required skills:
Strong product knowledge of municipal securities and municipal governance (MSRB); at least 3-5 years of municipal/public sector experience
Familiarity with global treasury products and services (e.g., credit, deposit management, specialized payments, e-payables, card, etc.)
Broad fixed income securities and treasury operational knowledge
Diverse product skill set across the FICC and GCB organizations
Ability to communicate, influence, and project manage
Ability to combine product, market, regulatory, infrastructure and enterprise knowledge to facilitate MBAM and enterprise objectives
Strong analytical skills; ability to quickly assimilate facts and adjust to changing conditions
Knowledge of the Firm’s architecture and technology systems/operations
