Overview:
The EHS Specialist will serve as a member of the EHS Department. This position will support the on-going efforts to create an Incident and Injury Free Culture at MPCA while ensuring compliance with all applicable environmental, health and safety regulations and internal company policies and procedures.
Under the general direction of the EHS manager, provides guidance and handles complex hazard assessments and unique, one-of-a-kind EHS issues that have significant health and safety aspects in support of the MPCA service activities and products through the Department of Environmental Health and Safety.
Duties / Responsibilities:
Health & Safety:
- Familiar with ISO 45001 (Occupational Health and Safety Management Systems)
- Experience in the requirements of Control of Hazardous Energies (LO/TO); Electrical Safety (NFPA 70E), Job Hazard Analyses (JHA)/Risk Assessments and procedure reviews.
- Experience with Emergency Preparedness & Response Plans. Fire Protection and Safety; Hazard Communication; Personal Protective Equipment and Assessments.
- Works with staff to promote a positive safety culture and ensures compliance to all safety policies and procedures.
- Develops and reviews site procedures in accordance with OSHA standards.
- Leads safety inspections and other audit programs.
- Prepares and tracks incident investigations and reports.
- Serves on the site Safety Committee and provides technical assistance as needed.
- Leads and manages chemical safety, hazardous waste, EHS trainings, and other programs.
- Partners with departments to complete, track and close incident / injury and near miss investigations.
- Participates in operations meetings to discuss workplace safety and regulatory concerns and opportunities.
- Responds to employee safety concerns in a timely manner.
- Maintains EHS information, files and paperwork as needed per internal and external requirements.
Environmental:
- Efficiency in Environmental programs such as Hazardous Waste, Air Quality, Waste Water, Storm Water, etc.
- Familiar with ISO 14001 (Environmental Management Systems).
- Promotes environmental stewardship within the facility. Responsible for the collection, storage, packaging and shipment of hazardous waste. Maintain hazardous materials files.
Process Safety Management
- Knowledge and experience with OSHA Process Safety Management (PSM) & Risk Management Plan (RMP) requirements.
- Provides overall leadership for the compliance with OSHA Process Safety Management (PSM) elements.
- Maintains and coordinates implementation of PSM policies, processes and procedures.
- Maintains, collects and updates process safety information as required.
- Conducts field compliance audits and supports PSM audit activities.
- Facilitates the completion of Management of Change (MOC) requests.
- Coordinates and leads pre-startup safety reviews (PSSR) on all covered processes.
- Manages open audit recommendations.
- Develops and implements emergency action plan requirements.
- Assists departments in developing, updating and revising Standard Operating Procedures (SOPs) to ensure compliance with PSM requirements.
- Reviews and approves work permits such as hot work permits, line break permits, etc.
- Assists with process safety incident investigations to ensure timely completion of investigations, accurate information, root cause analysis and corrective actions.
- Performs other duties as required and assigned.
Required Knowledge / Skills / Abilities:
- Experience working with Federal, state and local regulatory agencies preferred.
- Knowledge of basic investigative techniques for root cause analysis.
- Demonstrated ability to work independently with attention to detail and organizational abilities.
- Excellent verbal and written skills.
- Proficient on Microsoft Office Products.
- Ammonium Hydroxide experience or equivalent preferred.
- Knowledge of OSHA 1910.119 PSM standard PSM experience required, (with 3-5 years).
- Understands federal and state occupational safety and health regulations and monitors regulatory changes as they occur.
- Familiar with industry standards and recommended practices.

Education / Experience / Certifications:
- Masters of Science degree in occupational safety and health, chemical engineering or Environmental engineering (preferred) with 3-5 years of related experience.
- Bachelor of Science degree in occupational safety and health, chemical or environmental engineering with 5-7 years of related experience.
- 5+ years’ experience in chemical manufacturing environment with EHS responsibilities preferred.
- OSHA 501 (Trainer Course for General Industry) preferred.
- OSHA 40-hr HAZWOPER current certification.
Physical Requirements / Work Conditions:
- Physically able to conduct inspections and carry equipment used for inspections.
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 25 pounds at a time.
- Outdoor exposure and seasonal extreme heat.
