IT Software Engineer

Applications Support is currently recruiting for a Systems Engineer I to work on our Software Engineering Team. The Systems Engineer I job duties will include, but are not limited to the following:
Perform thorough technical analysis across all the phases of the software development life cycle.
Collaborate across different teams to design, develop and launch new features.
Implement security and data protection in a distributed application architecture.
Design and develop overall architecture of simple to complex applications using current best practices principles and design patterns.
Relational database design. Database object development – stored procedures, triggers, functions, ETL processes, etc.
Design and develop SQL and Oracle-based reports and interfaces.
Broad experience with both front-end and back-end programming languages, advanced libraries, frameworks and API’s.
Write algorithms ranging in complexity, understanding and decomposing multiple programming languages (database, scripting, procedural and object oriented)
Effectively and efficiently unit test applications and participate in integration, regression and system testing activities.
Prepare presentations and technical documentation – implementation plans, flow charts, process, requirements analysis, etc.
Participate in developing software development estimates, plans and schedules.
Thorough understanding and implementation of SDLC best practices – Object Oriented Programming, Service Oriented Architecture, Database Programming (stored procedures, functions, etc…), and Enterprise Web Application Development.
***This position will provide direct support to the City’s Public Safety departments and will have physical access to public safety buildings and/or access to confidential and sensitive public safety databases. As such, and in compliance with federal regulations and guidelines, City of Virginia Beach IT staff and contractors must receive a Criminal Justice Information Systems (CJIS) and may require a Prison Rape Elimination Act (PREA) criminal background clearance prior to employment and annually thereafter while employed or under contract with the City of Virginia Beach. Automatic disqualifiers related to the CJIS and PREA criminal background checks apply, including but not limited to, US Citizenship and/or minimum ten (10) years US Residency requirements.
This position is open until filled. Candidates will be screened on a regular basis.
Official City Job Description:
Any combination of education (above the high school level) and/or experience equivalent to six (6) years in fields utilizing the knowledge, skills and abilities listed above and associated with such positions as information technology engineer, programmer, database administrator, technical analyst, technician, or programmer analyst. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Must be available to work evenings, weekends, holidays, and overtime when required to meet operational needs. Position may require two (2) years of progressive professional experience in the advertised job role; such required experience will be listed in the requisition that announces the vacancy. Position may require two or more Professional Industry Certifications specific to the work to be performed and maintain currency of those, or successor, certifications; such required certifications will be listed in the requisition that announces the vacancy.
***Alpha I Status:
- Understanding of Agile Scrum and Project Management methodologies.
- 4 year degree preferably in Computer Science, Mathematics or Electrical Engineering.
- API design and development skills, CRUD (Create, Read, Update, Delete), RESTful Services.
- Experience with Server-side languages – .NET Framework, .NET Core, PHP, Python, Java.
- Database technologies – SQL Server, Oracle, MySQL, PostgreSQL and MongoDB.
- Working with Cloud services – Amazon Web Services, Azure, Google Cloud or Hybrid.
- DevOps experience – Serverless, Continuous Integration & Deployment, and Containerization.
- Experience using OO Analysis and Design, XML, JSON, RDMS modeling and Design, SSIS (SQL Server Integration Services), SSRS (SQL Server Reporting Services).
- Experience with COTS (Commercial-Off-The-Shelf) implementation and support, integration of legacy and third party systems, building and consuming REST and SOAP API’s.
- Broad experience in programming practices, software engineering principles, distributed and multi-tier application architecture.
- Familiar with Scrum and utilization.
