The State Disaster Case Management (DCM) Grant is a Federal grant that makes funds available to the State to implement the DCM Program, providing DCM services for long-term disaster-caused unmet needs. In addition, the DCM Team supports State, local, and non-profit disaster case management by augmenting and building capacity where none previously existed.
High School diploma or GED is required. Bachelor's degree in behavioral sciences, human services, or social services fields. Prior experience in child welfare, emergency disaster response and/or recovery environments to include working within multi-disciplinary teams to develop case plans with specified goals and outcomes is strongly preferred. Bilingual (English / Spanish) communication skills are also preferred.

Experience supervising case management services, maintaining compliance of established organizational, State and Federal policies and procedures, utilizing sound professional judgment.
Previous experience in disaster case management with local long-term recovery groups, FEMA, or other entities responding during times of disaster is preferred.
Must have advanced assessment skills and ability to work as part of a team
Ability to evaluate, provide constructive guidance in a positive manner and train staff in all aspects of disaster case management.
Bi-lingual in English and Spanish preferred.
Driver's License and valid, current insurance.
The DCM Case Provider Supervisor will manage a team of 10 Case Managers and all programmatic services provided by that team. The Case Provider Supervisor will act a subject matter expert, advising Case Managers on assessment of survivors' resources and needs, goal planning, and resource provision within the case management process. Case Provider Supervisors will maintain situational awareness of their team at all times, updating significant events, monitoring work assignments and travel, and reporting progress of towards contract deliverables.
Train staff to approach all work from trauma-informed care perspective.
Use a "person first, person centered" approach towards collaborative working relationships with disaster survivors, case managers, and community stakeholder.
Ensure case manager caseload does not exceed 35 survivors at any given time.
Utilize strategic planning to ensure equitable distribution of tiered cases.
Ensure program deliverables, to include recruitment of survivors for services, timely completion of follow-ups, recovery plan modification and follow up, and other tasks assigned.
Serve as a Subject Matter Expert providing guidance to case managers who may be having difficulty assessing disaster related, unmet needs and/or who may be experiencing difficulty in finding resources to meet those needs.
Monitor Case Manager documentation weekly to ensure all necessary aspects of survivor documentation are completed properly and within a timely manner.
Conduct shadowing of case managers periodically to gauge strengths and areas for improvement.
Assess Case Managers in their ability to facilitate client progress towards returning to a "pre-disaster" state of living, achievement of goals, and positive case outcomes
Provide bi-weekly supervision to all team members, offering constructive feedback on case development, recovery planning, follow up, documentation, coordination with outside resources, etc.
Ensure coordination between assigned team members and supportive positions such as Resource Coordinator and Construction Cost Analysts.
Provide training to case managers and evaluate work performance Document supervision sessions, noting staff member strengths, areas for improvement, development plans, and trainings needed.
Advocate collaboratively with human service, health, education agencies, local, long-term recovery groups and other entities to resolve unmet needs facing survivors impacted by Hurricane Harvey.
Maintain accurate records, files, forms, statistics and additional relevant information in accord with agency policy and/or funding requirements.
Create monthly reports regarding program services provided by assigned team.
Serve as the liaison with stakeholders including other non-profits or Volunteer Organizations Active in Disasters (VOADS).
Participate in workshops, seminars, education programs and other activities that promote professional growth and development.
Experience supervising employees in a social/human services setting
Ability to communicate effectively, both verbally and in writing
Possess excellent interpersonal skills, as well as, organizational and planning skills
Possess sensitivity to the service population's cultural and socio-economic characteristics
Computer literacy and proficiency with using Microsoft Office Suite software
Ability to work independently and maintain flexibility with work schedule

Must complete required ICS Trainings and DCM Case Management Trainings
Knowledge of case management, using a trauma-informed care approach.
Possess the knowledge, ability, and proficiency to provide quality case management services
Ensure ability to perform in dynamic, fast-paced, stressful environments associated with disaster response, while appropriately managing concurrent projects and/or tasks
Provide appropriate reporting to chain of command, including appropriate documentation, regarding any issues related to all aspects of case management
Ensure policies & procedures are strictly adhered, with an emphasis on ethics codes
Observe and report unsuitable conditions or assignments
