JOB DESCRIPTION:
SAIC seeks an experienced principal level Communications and Network Systems Engineer to provide technical advisory support to the US Air Force Space and Missile Systems Center Remote Sensing Systems Directorate (SMC/RS). SMC/RS acquires Overhead Persistent Infrared (OPIR) and Weather space systems to support military and intelligence community users. The successful candidate will support technical ground communications systems solutions to provide satellite command and control and mission data processing of OPIR/Weather sensors. Extensive network and communications experience and knowledge of major US Government satellite programs with systems engineering and ground systems development/test/integration is required.

JOB RESPONSIBILITIES:
Apply systems engineering expertise to analyze space ground system architectural needs to:
Assist and advise on the engineering, design, integration and delivery of government and/or commercially provided communications services in support of program voice, video and data requirements.
Develop program strategies and plans for communications and network technology maturation through phased deliveries. Analyze current comms system capabilities, emerging mission requirements, industry roadmaps, cyber-security initiatives, and future program plans to establish an architecture strategic plan and provide recommendations for the development and deployment of specific solutions from a technical, cost and schedule standpoint.
Work with government communications service providers (DISA, Classified Host, AFSPC Networks) and commercial service providers (CenturyLink, AT&T, Verizon) for ordering and delivery of services, understanding of their technology roadmaps, and management of program Service Level Agreements.
Support updates and upgrades to program networks to address obsolescence, vulnerabilities, technology insertion/demonstration, expansion, or system resiliency. This includes networks systems across the enterprise at both CONUS and OCONUS ground stations.
Assess communications systems and the relationship with Information Assurance, Cryptographic Systems, Data Processing, Storage Systems, Voice and Video systems, and emerging Cloud Services.
Critical skills include architecture/requirements definition/analysis, acquisition strategy, engineering/design, fielding/integration, and test/turnover.
Excellent interpersonal skills and excellent written and verbal communication skills are mandatory.

Qualifications

CLEARANCE REQUIREMENTS:
Must Possess TS/SCI
Must be willing to take polygraph

REQUIRED EDUCATION, EXPERIENCE, AND QUALIFICATIONS:
Bachelor of Science in Electrical Engineering, Computer Science, or IT Systems
Strong systems engineering background with technical expertise in communication theory, network protocols, and network management
9 years systems engineering experience with emphasis on communications and network systems
Application of communication systems engineering to spacecraft ground mission processing, command and control and user networks
In-depth understanding of Open Systems Interconnection (OSI) Model, with emphasis on Physical, Data Link, Network, Transport and Session layers
Knowledge of network design (e.g., LAN/WAN, routing protocols, routers) and protocols (e.g., IPv4, BGP, MPLS, VPN, IPSec, DNS) , Multicast routing
Layer 2 equipment, protocol and technology (switches, LACP, STP, VLANs)

DESIRED EDUCATION, EXPERIENCE, AND QUALIFICATIONS:
Practical knowledge of Transport, WAN, and LAN technologies
Experience with government and commercial service providers
Knowledge of Information Assurance, Cyber technologies, and Security/Encryption systems for classified networks ranging from Unclassified to TS/SCI
CCNA/CCNP or equivalent Certified Systems Engineering Professional
Experience with OPIR sensors and data exploitation, especially ground processing
