The Associate Director, State Government Affairs & Advocacy, reporting to the Senior Director, Government Affairs & Advocacy, is responsible for identifying and promoting public policies and developing strong relationships with state and local elected officials and policymakers that foster a competitive environment for the company’s business activities. This position is responsible for ensuring that activities at the state and local level are well-coordinated within the company and meet all ethical rules and guidelines, including the high- standards maintained by the company. This position will help develop and then implement state-specific government affairs plans to advance business objectives and address identified threats and opportunities. It will be responsible for maintaining strong relationships with decision-makers and enhance corporate reputation in the region.
Establish annual legislative and policy objectives in coordination with Specialty Generics (Spec Gx) Government Affairs leadership to ensure alignment with overall departmental goals and with appropriate corporate functions.
Monitor and influence state government legislation, regulation and policy affecting Spec Gx business interest, including controlled substances and substance use disorder treatment medications in order to provide a favorable business and reimbursement environment; identify business risks and work with company management and leadership to develop responsive strategy.
Manage and coordinate strategies, initiatives and activities related to state legislation and public health programs.
Responsible for overseeing all advocacy and legislative activity in select states.
Travel to, and maintain, a regular, frequent presence in state capitals in assigned states in order to establish and cultivate professional relationships with state officials.
Oversee and direct the activities of state contract lobbyists.
Build external alliances and communicate with cross-section of stakeholders.
Promotes a positive image of the Mallinckrodt Specialty Generics business with legislators and advocacy organizations.
Work collaboratively across multiple functions – R&D, Commercial operations, Regulatory, Manufacturing, Legal to understand and advise on the company’s key business strategies and align the company policy and legislative goals.
Monitor and inform company leadership and internal customers of key local and state policy and political developments that have a measurable impact on the company’s key business goals.
Develop strong and ethical relationships with state and local elected officials, policymakers, and other stakeholders and, in coordination with communications, clearly and effectively communicate the company’s goals to those constituencies.
Ability to coherently and concisely communicate the company’s values and goals to key elected officials, policymakers and stakeholders.
Understanding and commitment to ethical rules and obligations related to lobbying, policymaking, and stakeholder relationship development.
Maintain a thorough understanding of legislative and regulatory processes, and complete situational awareness of the political, legislative, and regulatory landscape.
Maintain business acumen, including awareness of specific therapeutic area issues.
Bachelor’s degree required, with emphasis in public administration, or related policy, health or public affairs discipline.
Minimum 5 to 7 years of experience in the United States with lobbying, policy analysis, public affairs or related activities.
Experience with highly-regulated and scrutinized industries; pharmaceutical or life sciences experience strongly preferred.
Developing and maintaining relationships with elected officials, policymakers and healthcare stakeholder groups at the U.S. state or local level.
Deep understanding of government affairs and the state legislative process.
Ability to build advocacy coalitions.
Record of success leading customer-facing campaigns/coalitions.
Think strategically, clearly communicate plans/strategy to internal and external partners.
Excellent verbal, written and interpersonal communications skills.

This position reports to the Senior Director, Government Affairs & Advocacy within the Specialty Generics business unit of Mallinckrodt Pharmaceuticals.
