Title: Senior Budget and Policy Analyst Level: 2139
CHARACTERISTICS OF THE CLASS:
Under supervision, performs senior level professional budget work by identifying and resolving budget issues and problems for regional and department budgets. Performs related duties as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Identifies and resolves regional and department budget problems. Assists in developing and implementing new budgetary policies. Oversees the preparation of a department's annual budget by ensuring that targets are set, data is input into the budget system and money is reallocated as needed. Responsible for monitoring a department's annual budget to ensure that departments are appropriately spending their annual budgets. Tracks and reviews revenue, expenditures and budget transfers. Creates and analyzes policy through day to day operations. Analyzes operating reports to monitor program expenditures and obligations. Summarizes narrative and statistical data in budget forms and reports. Monitors trends in spending and anticipates funding and programming needs.
DESIRABLE MINIMUM QUALIIFICATIONS:
Training and Experience:
Graduation from an accredited college or university with a Bachelor's degree in Accounting, Finance, Business Administration or related field plus one to two (1-2) years of progressively responsible budget related experience, or an equivalent combination of training and experience is required.
Knowledge, Skills and Abilities:
Good knowledge of municipal budget and accounting procedures, policies and regulations. Strong mathematical, analytical and writing skills. Good computer skills, including the ability to create spreadsheets. Ability to work independently. Ability to describe analysis and budgets to non-financial managers.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
General work area is indoors, in a smoke-free environment, with controlled temperature and fluorescent lighting. Perform tasks that involve use of hands to finger, handle or feel, reaching, walking, bending, stooping, standing, kneeling, climbing, reaching and sitting. This position requires continuous sitting at a desk. Performs lifting tasks up to 25 pounds.
